Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. EOPOA22077 is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 07, effective 5/15/02. This procurement is a Small Business set-aside. The associated NAICS code is 611710 and the small business size standard is $5 million. The Executive Office of the President, Office of Administration, Office of the Chief Financial Officer, has initiated a project to develop Standard Operating Procedures (SOPs) for all the processes carried out by its operating units. There are approximately 250 such processes performed by 50 employees in seven functional groups. The purpose of this project is to obtain the professional services of a contractor to assist in the training of employees on how to write "plain language" procedures and to assist with the preparation and editing of the procedures. Task 1 - Training, shall include preparation time, instruction and all materials to conduct a 2-day workshop for 20 staff-two (2) sessions with 10 employees each-- during the period of July 15 - August 30 (actual dates to be negotiated). Task 2 - Editorial Assistance - contractor shall provide 160 hours of on-site support from August through October 31, 2002, in procedure preparation and editing/recommendations to optimize the level of detail, readability and understandability of all SOPs. Proposals shall include firm, fixed pricing for Tasks 1 and 2, a training plan and sample materials such as workbooks; and three references from similar work done during the past three years, including: (1) name of organization; (2) contact person and phone number; (3) short narrative on the work performed. Proposals shall be evaluated on the technical capability to meet the needs of the agency, past performance and price. Additional consideration shall be given to those offerors having experience with technical writing of financial procedures. All offerors shall submit a completed copy of 52.212-3 Offeror Representations and Certifications, Commercial Items with the proposal. FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The clauses at 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this acquisition. In addition, the contractor will be subject to the following EOP clauses: (1) Security Clearance: access to the White House Complex (including the New Executive Office Building and the Eisenhower Executive Office Building) requires approval by the EOP Security Office. Approval is granted after suitability is determined by considering the results from a name check performed by the Federal Bureau of Investigation (FBI). Contractors must allow ten working days prior to the projected start date for a name check to be processed and approved by the Security Office. It is the Contractor's responsibility to provide personnel who will meet EOP personnel security requirements and to ensure that access requirements are satisfied in a timely manner. All Contractor personnel must be 18 years of age and U.S. citizens; (2) Restriction Against Disclosure: The contractor agrees, in the performance of this contract, to keep the information contained in the source documents furnished by the EOP in the strictest confidence, said information being the sole property of the EOP. The contractor also agrees not to publish, reproduce or otherwise divulge such information, in whole or in part, in any manner or form, nor authorize or permit others to do so, taking reasonable measures as are necessary to restrict access to the information, while in his or her possession, to those employees who must have the information, to perform the work provided herein, i.e. on a "need-to-know" basis, and agrees to immediately notify the Contracting Officer in writing, in the event the contractor determines, or has reason to suspect, a breach of this requirement; (3) Advertising: The contractor shall not refer to this award in commercial advertising, or similar promotions in such a manner as to state or to imply that the product or services provided is endorsed, preferred, or is considered superior to other products or services by the Executive Office of the President, the Office of Administration, or the White House. This includes advertising, or similar promotions, in all forms or electronic, broadcast, and print media. In addition, the contractor is restricted from reproducing the image(s) of the EOP in any form of commercial advertising, or similar promotion. This includes images of official seals and buildings. The reproduction of official seals and the images of buildings are a matter controlled by regulation and Executive Order. Any proposed usage of such symbols must be brought to the attention of the Contracting Officer. Proposals are due by 12:00 noon Eastern Standard Time (EST), Friday, July 12, 2002 and may be faxed to Lynnae Roscoe at 202-395-3982 or by email at lroscoe@OA.EOP.GOV.
