- Description
- The Social Security Administration (SSA) is seeking contractor services for technical and software development support for a Voice Print Proof of Concept(POC). In addition, the contractor will provide the hardware for this POC which will be physically housed on the contractor's own site. There will be no hardware maintained on SSA property nor will the contractor use SSA's infrastructure, though there will be an Internet link from the SSA website directing the POC participants to the contractor's Internet site. This action is unrestricted. Detailed specifications shall be provided in the solicitation; however, the scope of effort includes the following provisions. The contractor is expected to: Allow SSA or their duly appointed agent to inspect the Contractor's and Subcontractor's facilities with a 24-hour notice; assure that all Contractor servers and Websites supporting this project are available 24 hours, 7 days a week with no more that 2 hours downtime for regularly scheduled maintenance per week (as negotiated between SSA and the contractor); Build, test, and maintain the webpages based on SSA's requirements; provide configuration support to SSA (if necessary) to ensure that SSA is able to direct the registrants to the contractor's website; Provide technical support services to Employers from 8 a.m. to 5 p.m. , Monday through Friday in all continental USA time zones (Eastern, Central, Mountain and Pacific). The contractor will also provide a means to record and respond to the help requested, such as using an answering machine, during the periods other than specified above. Note: SSA will be responsible for answering all Annual Wage Reporting (AWR) related questions; Provide assistance to SSA on-site, over the phone or via e-mail at the discretion of SSA. This service will be provided 5 days per week, Monday through Friday, 8 a.m. to 5 p.m., Eastern Standard Time and on-call as negotiated between SSA; and Provide all technical support services to SSA including on-site services at Woodlawn, Maryland providing a best effort to respond within 2 hours of a SSA initiated service call. SSA expects to run the POC for a 2-month period (about 9 weeks). SSA anticipates a volume of no more than 20,000 participants during that time period. Award will be based on the offeror whose proposal offers the best value to the Government, technical, price, and other factors considered. The Government intends to issue a Request for Quotation (RFQ). Requests for a copy of the RFQ may be e-mailed to amy.pasciak@ssa.gov. The RFQ will be available on June 24, 2002 and the solicitation response time will be July 1, 2002. All responsible sources may submit a quotation, which will be considered by the agency. All requests for the solicitation package must be in writing. Faxed quotation will not be accepted.
