Description
This is a Request for Proposals for a pay parity implementation study to be performed for the US Commodity Futures Trading Commission. Section 10702 of Public Law 107-171, the Farm Security and Rural Investment Act of 2002 (FSRIA), removes CFTC from coverage under certain provisions of Title V of the United States Code that govern the Senior Executive Service, basic pay in all pay systems, additional compensation, and benefits. The purpose of the legislation is to provide CFTC with the opportunity to achieve compensation and benefits parity with other federal financial regulatory agencies. CFTC intends to contract for the services of an expert in the field of compensation and benefits to present options for implementing FSRIA. The period of performance for this project will 180 days from the date of award. CFTC contemplates a firm-fixed price contract for this effort. A draft statement of work for this project was posted on this website on June 26, 2002. CFTC intends to issue a written solicitation in approximately two weeks. The solicitation will be available electronically, via e-mail and on this website, to potential Offerors. Requests for a copy of the solicitation by e-mail should be sent to ngraham@cftc.gov. The closing date for receipt of proposals shown in this notice is tentative; the final closing date will be designated in the solicitation.
