- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-07.*** The associated North American Industrial Classification System (NAICS) code for this procurement is 334119 with a small business size standard of 500 employees. However this requirement is unrestricted and all interested Contractors may submit a quote. ***The National Institute of Standards and Technology (NIST) has a requirement for one (1) Electrical Low Pressure Impactor.***All interested offerors shall provide a quote for the following line item: Line Item 0001: Quantity one (1) each Electrical Low Pressure Impactor, software, vacuum pump and accessories designed to run the required instrument connected to NIST MS-Windows PC computer meeting the following specifications: (1) Capable of providing real-time aerosol particle size distribution and concentration measurements over a size range from 0.03 micrometers to 10 micrometers. (2) A multistage, greater than 10 stages, low-pressure impactor to separate the aerosol by its aerodynamic diameter over the size range of 10 micrometers to 0.03 micrometers. (3) A unipolar corona particle charger designed to electrically charge the particles prior to the impactor stages, and electrically isolated impactor stages connected such that the electric current generated by the impacted particles is measured; Hardware and software to measure the currents and convert them to aerodynamic size distribution using particle size dependent relations describing the properties of the charger and impactor stages. (4) An instrument response time of 5 seconds or less; Software to display concentration, and size distribution in real-time during data acquisition. (6) Minimum detection concentrations of 0.01 micrograms per cubic meter or lower at smallest particle size cut-off stage (0.03 micrometers), 5 micrograms per cubic meter or lower at a 1 micrometer cut-off stage, and 30 micrograms per cubic meter at a 6.8 micrometer cut-off stage. Maximum detection concentrations of 0.2, 100, and 1500 milligrams per cubic meter or higher for the 0.03, 1, and 6.8 micrometer cut-off stages respectively. (7) Sampling volumetric flow rate less than 20 liters/min (8) Operation temperature shall be 5-40 degrees Celsius or better and (9) Operation Humidity 0-60 % or better. ***The Contractor shall state the warranty coverage provided for line item 0001.***Delivery shall be FOB Destination and shall be no later than 75 days after receipt of order.***The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001.***Award shall be made to the offeror whose quote offers the best value to the Government, technical & price. The Government will evaluate information in accordance with Federal Acquisition Regulation (FAR) 13.106-2-Evaluation of quotations or offers based on the following criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Price. Technical capability shall be more important than price.
