- Description
- The National Marine Fisheries Service's (NMFS) Office for Law Enforcement (OLE) seeks a contractor to establish a Pacific Northwest Natural Resources Leadership Institute and Training Academy for the development of effective leadership skills to enhance natural resource and environmental protection. The principal audience for this institute will be agency personnel in federal, state and tribal governments in the Pacific Northwest who are natural resource protection professionals, staff responsible for natural resource and environmental stewardship, and those groups and individuals with whom collaborative problem solving will need to occur to effectively promote sustainable environmental protection and community development. OLE will provide first-year funding only to establish the Institute. The contractor must identify and develop on-going funding for the Institute to function beyond the first year. During the period of this agreement, the contractor must design and develop the operational and organizational structure (including the development of training curricula, identification of staffing requirements, determination of funding requirements and the location of ongoing sources of funding) required to establish a Pacific Northwest Natural Resources Leadership Institute and Training Academy. The contractor will also conduct a training seminar for OLE Special Agents and invitees as an interim program development module for creation of the NRLI Training Academy for resource protection professionals. In addition to a seminar for OLE personnel, the contractor will also conduct a regionally based natural resources leadership forum for broad based natural resource interest groups as an interim program development module of the overall Natural Resources Leadership Institute. A Request for Proposals providing detailed requirements and proposal instructions will be issued on or about July 15, 2002. For a copy of the solicitation, please email or fax your request to Crystina Elkins at (206) 526-6025, Crystina.R.Elkins@noaa.gov.
