- <A sole source procurement is contemplated to Delmarva Foundation for Medical Care (DFMC) of Easton, MD. The Centers for Medicare & Medicaid Services (CMS) through it Center for Beneficiary choices (CBC) is conducting a demonstration to test the feasibility and cost effectiveness of cardiovascular lifestyle modification, This demonstration has focused on programs licensed to conduct Dr. Ornish's Program for Reversing Heart Disease and the Mind/Body Medical Institute (M/BMI). These lifestyle modification programs are designed to reverse, reduce or ameliorate the indications of cardiovascular disease (CAD) of Medicare beneficiaries at risk of invasive treatment procedures. The goal of the demonstration is to assess the potential benefits of a pricing arrangement with lifestyle modification programs that have capabilities and incentives to manage and coordinate the complex services needed for high-quality care. DFMC has been serving as the Quality Monitoring and Review Contractor for the Medicare Lifestyle Modification Program Demonstration conducted by CMS since the demonstration officially began in October 1999. In this capacity, DFMC provides for the review of clinical records submitted by demonstration sites on Medicare beneficiaries who are prospectve enrollees recruited for participation in the demonstration. DFMC assures that the demonstration's clinical criteria for admission into the lifestyle treatment programs are satisfied. This review provides assurance to CMS that the standarized research protocol for enrollment is met and protects Medicare beneficiaries not meeting these criteria from receiving treatment that may be a risk to their well being. DFMC also provides for the review of staff qualifications and the monitoring of patient care to assure that Medicare patients are receiving treatment in accordance with the lifestyle modification protocol, and to help assure that adverse events in patient care are preventedor reduced. This is NOT a request for competitive proposals and no solicitation is available. Firms that believe they can provide a more efficient and cost effective performance of the functions listed in the previous paragraphs, should identify themselves, their interest and capability and give notification to the Contracting Officer at ehughes@cms.hhs.gov within 15 days from the publication date of this synopsis. A determination by the Government not to compete the proposed action is solely within the discretion of the Government. The proposed contract is anticipated for a period of approximately 32 months effective September 1, 2002.
