Description
This servres as a "Notice of Intent" to issue a purchase order under the Simplified Acquisition Procedure to Boston University, Boston, MA to carry out approximately 2 weeks of spatially resolved measurements of daytime airglow levels along the magnetic meridian in conjunction with the HAARP site in Gakona, Alaska in the summer of 2002. Process data to eliminate sky background and reduce the data to geophysical units. Compare airglow signal and HAARP transmitter power cycles to determine levels of artificial enhancement of airglow or minimum threshold for detection. Provide copies of the data in both plot and machine-readable formats. Provide additional consulting regarding analysis and interpretation of the collected data. Time period is as follows: (a) Field Measurements: August 2002, (b) Data reduction, reporting and consulting: September 2002. No formal request for quote will be issued. All potential offerors should contact the buyer/PCO identified in this notice. For additional information and/or to communicate concerns, if any, concerning this acquisition. FAR Part 12 applies. Maryeski, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
