Description
Charleston is soliciting information for potential sources with experience in the repair and procurement of ruggedized commercial off the shelf (COTS) rackmount Uninterruptible Power Supplies (UPS). THIS SYNOPSIS IS FOR INFORMATION AND PLANNING PURPOSES AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS. NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. No reimbursement will be made for any cost associated with providing the information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resulting solicitation for the requirement. The Government reserves the right to consider a Small Business Set-Aside, HUBZone, 8(a) Set-Aside or Sole Source based on responses hereto. This requirement consists of: Repair/refurbishment and technical refresh of currently deployed UPS units as follows: Brand: NOVA Power Solutions, Inc., Model: UPS1650VA-1G-SNRDTI, NSN: 6130-01-455-9227; Brand: NOVA Power Solutions, Inc., Model: UPS1-1.25K-1G-SNRDTI, NSN: 6130-01-468-9154; Brand: NOVA Power Solutions, Inc., Model: UPS1-1.5K-1G-SNRDTI, NSN: 6130-01-455-9224. The Government will ship failed units to the contractor at Government expense and the contractor will ship repaired units at contractor expense, using the most economical shipping method. Technical refresh consists of installation of any applicable software and hardware upgrades which have occurred since purchase of the unit. Supply new units as required for new installations and/or replacement of unrepairable returned units. Repair/Refurbishmnet/Technical Refresh of Currently Deployed Units on an as-required basis. UPS units requiring repair will be shipped to the contractor in lots of between one and ten units at Government expense. Received units will be evaluated by the contractor and: a. Repair/refurbish the units at the contract price and provide any available technical refresh available. b. If the unit is determined to be not economically repairable, notify the Government and dispose of the unit in accordance with all national and local environmental regulations. All supplied units must be rack-mountable in accordance with the specifications outlined below and in the Statement of Work in the RFP: (1) Be rack-mountable in a standard 19 inch EIA rack, including slides. (2) Have a maximum height of 3u (5.25") and extend into the rack no more than 23". (3) Have high capacity, positive pressure, forced air cooling with front intake and exhaust to rear. The air intake shall contain a washable filter. (4) The weight of each unit shall not exceed 90 lbs. (5) The chassis and hardware will be treated to resist corrosion and shall be made of aluminum or steel. The face plate color shall be Fed Std 595B color chip 26307. (6) Have an auxiliary battery connector accessible without removal from the rack. (7) Have an auxiliary, rack-moount battery pack available which complies with the physical dimensions cited above for the UPS units. (8) Have a rear-mounted ground stud. (9) Internal components shall be well secured and electrically insulated to prevent damage due to shock and vibration. (10) Have an RS-232 connection and internal software which can be upgraded using the RS-232 connection. (11) Have a rear-mounted DB-25 alarm monitor port which provides an open-collector interface compatible with NAVMACS II alarm monitoring. (12) Utilize 50 or 60 Hertz, 120VAC+_ 15% input power at no more than 20 amps. (13) Meet requirements of MIL-STD-1339, Section 300a for power factor correction. (14) Be configured for shipboard use, including a dipole input circuit breaker. (15) Be a true-on-line UPS with, zero switchover time to battery operation. (16) Provide either 50 or 60 Hz, 120 VAC +_ 3%, true sine wave output power. (17) An internal isolation transformer shall isolate the UPS input. (18) Support non-linear loads with power factors as lows as 0.70. SPAWARSYSCEN CHAS anticipates awarding a Firm Fixed Price, Indefinite Quantities, Indefinite Delivery type contract with a base year with four one-year option periods to extend the term of the contract. Firms are invited to submit appropriate documentation, literature, brochures and references to support that they possess the required specialized experience. Responses must include the following: (1) Name and address of firm, (2) Size of business: average annual revenue for the past 3 years and number of employees (3) Ownership; Large, Small, Small Disadvantage, 8(a), HUBZone, Woman-Owned, and/or Veteran-Owned; (4) Number of years in Business, (5) Two points of contact: Name, Title, Phone, Fax, and Email; (6) Duns number (if available), (7) Affiliate information; Parent Corporation; (8) A list of customers covering the past five years; Highlight relevant work including a summary of work performed, contract number, contract type, dollar values for each customer reference and customer point of contact with phone number and identify your role as either the Prime or the Subcontractor. Summaries should be no longer than five (5) pages in length. All summaries shall be submitted to Space and Naval Warfare Systems Center, P.O. BOX 190022, North Charleston, SC 29419-9022, Attn: Patricia Johnson, Code 0215TJ (email: johnsonp@spawar.navy.mil) to arrive no later than 12 July 2002.
