Description
The Bureau of Land Management (BLM) seeks to enter a natural gas transportation agreement for Federal natural gas assets. The gas will be available at either the tailgate of a new Cliffside Helium Extraction Unit (CHEU) or anywhere along a 10-inch pipeline operated by BLM that runs from the CHEU to a point approximately 19 miles north of the CHEU. The BLM will produce helium and natural gas in a combined stream from the Bush Dome Helium Storage Reservoir in Potter County, Texas, and separate the products at the CHEU, which is currently under construction with a planned completion date of February 2003. The BLM estimates that the Federal natural gas volumes from CHEU will average 12,000 to 25,000 MMBtu/day and will remain relatively steady through the 12 to 15 year life of this project. The U.S. Minerals Management Service (MMS) will market the natural gas as a component of its Royalty in Kind program. Accordingly, the BLM and MMS desire offers for firm and/or interruptible transportation service to the first transparent pricing point, where the MMS will market this gas using index-based pricing on seasonal terms. The selection of a firm for this project will be based in part on the ability to deliver to strong markets and the relationships to competing pipelines. The firm selected for the agreement must finance and construct necessary facilities to connect to BLM infrastructure. The Invitation for Offers and other operational details of the project (e.g. maps, CHEU tailgate pressure, gas quality, etc.) are available upon request.
