- This is a combined synopsis/solicitation for commercial item prepared in accordance with FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number 24-3K47-02, is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-07. The Government intends to negotiate sole source with ALKAR, 932 Development Drive, Lodi, WI, 53555, pursuant to FAR Subpart 6.3. The Government will award a firm-fixed-price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The USDA Food Technology and Safety Lab requires a Smokehouse system, 700lb capacity, electric with steam cook/humidity system, dual smoke systems and computer controlled operation, ALKAR model 700HP or equivalent. Equivalent models must meet the following criteria: automatic control, monitor and record dry and wet bulb temperatures, monitor and record 4 product temperatures simultaneously, and be able to review historical cook data from remote via network connection; balanced, oscillating high volume air-flow-rotating air supply dampers; built-in alarms for process monitoring; all stainless steel construction, including smoke duct system; all welded construction inside and out; no movable or fold-up ramps will be permitted for safety reasons, requires a flush sill; dual smoke system includes both an auger feed natural smoke generator and gravity feed liquid smoke atomizer; built-in cold shower system capable of cooling product; clean-in-place system; appropriate drain for removal of product wash and cleaning water; product truck made of heavy duty stainless steel designed to carry up to 1000 pounds; stainless steel truck-guide system; truck to include minimum of 8 product screens and 20 V-shaped meat sticks, all stainless steel; installation to include on-site inspection of equipment, check installation of utilities, fine tune and start up of equipment (including testing with actual product) and train USDA personnel in use, maintenance, repair and cleaning of oven. Faxed quotations are acceptable to T.C. Mitchell at 301/504-0333 on or before July 15, 2002 by 4 p.m. (EST) or quotes may also be mailed or hand delivered to the Contracting Address by 7-15-2002. Any and all questions must be in writing and faxed to 301/504-0333 no later than July 8, 2002, no calls please. This RFQ is for a 700lb capacity smokehouse system. Price should include shipping, handling, inside delivery, start up, training and warranty (provide items covered and time frames). Inside delivery is required to FOB destination to USDA Agricultural Research Center, ANRI, FTSL Bldg 204B, Powdermill Rd East, Beltsville, MD 20705 (there is no loading dock at this location). Time frame for delivery should be within 12-16wks after award and minimum 24 hour advance notice of delivery is required. Anticipated award date is July 19, 2002. All responsible sources may submit a quotation which will be considered by the agency. Your responses/quotes shall include literature, brochures and other such information in order to determine the ability to meet the above stated capabilities. The NAICS code is 333319, with a size standard of 500 employees. (a) The offeror represents that if it is subject to the reporting requirement of 38 U.S.C. 4212 (d) (i.e., the VETS-100 report required by FAR clause 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era), it has [ ], has not [ ], submitted the most recent report required by 38 U.S.C. 4212 (d). Section 508 Accessibility compliance Clause: All Electronic and Information Technology (EIT) procured through this Contract must meet the applicable accessibility standards at 36 CFR 1194, unless an agency exception to this requirement exists. (36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http:www.access-board.gov/sec508/508standards.htm-PART 1194). The standards do not require the installation of specific accessibility-related software or the attachment of an assistive technology device, but merely require that the EIT be compatible with such software and devices so that it can be made accessible if so required by the agency in the future. CONTRACT PAYMENTS (MANDATORY INFORMATION FOR ELECTRONIC FUNDS TRANSFER) EFT compliance with 31 CFR 208. To facilitate EFT for contract payments, FAR clause 52.232-34 and 52.232-35 requires the submission of information by the contractor to the payment office.
