- Description
- The National Cancer Institute proposes to enter into a purchase order with Eva Matthews, Tucson, Arizona, to continue providing services on The Transdisciplinary Tobacco Use Research Centers (TTRUC). The TTURC initiative is a five-year project funded by the National Cancer Institute, National Institute on Drug Abuse, and the Robert Wood Johnson Foundation. This initiative is unique in several ways. One of the primary goals is to encourage and support transdisciplinary research (i.e., research that crosses and integrates theories and methods from different disciplines). It is hoped that the research supported and generated by the initiative represents a new direction in how tobacco-related research should be conducted. Additionally, the initiative represents a partnership between governmental funding agencies and private foundations. Because of the relatively new and unique aspects of this initiative, the funding agencies became interested in evaluating the outcomes of the initiative, both in the intermediate term (e.g., 2-5 years) and in the longer term (> 5 years). The TTURC evaluation process has proceeded through concept domain mapping and is currently completing metric development and refinement. The evaluation is being conducted at NCI by the Evaluation of Large Initiative's (ELI) staff. Ms. Matthews has been providing support for this project since the initial phases of the TTURC Initiative Evaluation. She is uniquely qualified to provide support in coordination, review and writing tasks. She has substantial knowledge of the projects as well as has established liaisons with each of the Centers and the systems that are already in place for their organization. She has an established relationship with key contacts at the centers which is critical and provides continuity to this important role. It is anticipated that an award of a one year base with two, one year options will be made. This is not a request for quotations and there is no RFQ. It is a notice of intent to contract with Eva Matthews on a sole source basis. Offerors who feel they are qualified for this effort should submit a statement of capabilities. All information furnished shall be in writing and must contain information in sufficient detail to allow the NCI researcher to determine if the party can meet the above requirements. An original and one copy of the capability statement must be received in the Contracting Office by 3PM EDT (local Washington, D.C. time) on July 12, 2002. A determination by the Government not to compete this requirement based upon responses to the notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. No collect calls will be accepted.
