- 17. This is a combined synopsis/solicitation notice of intent for commercial item prepared in accordance with the Format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number is issued as a Notice of Intent (NOI2077). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-07. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure on a sole source basis with Biovest International Inc. for Recombinant Protein Production acusyst X-cell 6. This is not a Small Set-Aside. The associated North American Industry Classification System (NAICS) code for this acquisition is 541380 and the Small Business Standard Size is 6 Million. The purpose of this requirement is to develop recombinant protein from mammalian cells for its potential use in anti-HIV therapy. As part of an ongoing project, Design, expression and evaluation of a highly potent anti-HIV-1 recombinant fusion protein, we require large-scale expression of a recombinant protein from mammalian cells. We have developed a recombinant protein that exhibits potent anti-HIV activity. In order to test the potential efficacy of this protein in a primate model of HIV, we require that it be produced in quantities achievable only at a large-scale production facility. The NIAID will provide the contractor with the recombinant cell line for the production of recombinant protein and in addition to the data regarding levels of production parameters adjusted to maximal levels of production. This protein will be employed in an in vivo primate model of HIV. Finally, protein is produced in a specific mammalian expression system it is necessary that the protein be produced in hollow-fiber bioreactors. As a continuation of recombinant protein from mammalian cells for its potential use in anti-HIV therapy and mammalian expression system it is essential that use of these same proteins from Biovest International Inc. be continued. At this time only Biovest International can provide this required testing service. Vendor shall perform the following tasks. 1) The contractor shall culture the cell line in hollow-fiber cartridge-based bioreactors, which will then be ?fed? with serum-containing medium on a daily basis. 2) The contractor shall use standard protocols to collect culture supernatants containing the desired proteins. These supernatants will be temporarily frozen and stored. 3) The contractor shall ship the product back to our laboratory for further purification and characterization. 4) The contractor shall provide monthly reports on the status of production runs. 5) The contractor shall provide samples of production runs upon request that will aid in our evaluation of the progress toward the production of sufficient quantities of protein to meet our needs. Period of Performance August 5, 2002 to November 5, 2002. A firm fixed-price purchase order is anticipated to result from the award of this solicitation. Place of delivery and FOB Point is Bethesda, MD. A completed copy of provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items must be included. Copies of the aforementioned clauses are available upon request.
