Description
This is a synopsis for ship repair under Simplified Acquisition Procedures. The request for quotation (RFQ) number is DTCG80-03-Q-3FA006. Award will be made to the responsible contractor whose offer, conforming to the solicitation, will be most advantageous to the government, price and other factors considered. Price and Technical factors will be used to evaluate offers. The North American Industry Classification System (NAICS) code is 336611. The small business size standard is less than 1,000 employees. The RFQ package and specifications will be issued electronically on the FEDBIZOPPS web page on or about July 12,, 2002 at http://www.eps.gov/. Please note that paper copies of the solicitation will not be available. The acquisition is for the drydocking and repair of the USCGC CORMORANT (WPB 87313) a 87FT Coastal Patrol Boat whose homeport is in Fort Pierce, FL. Repairs are to be performed at the contractor?s facility. This work will include, but is not limited to: Base items: (1) Welding Repairs; (2) Clean and Inspect Fuel and Waste Oil Tanks; (3) Clean and Inspect Sewage and Grey Water Collection and Holding Tanks; (4) Realign Main Engine/Reduction Gear; (5) Remove, inspect and reinstall propeller shafts; (6) Straighten Shaft; (7) Inspect and Renew Water-Lubricated Shaft Bearings ; (8) Remove, Inspect and Reinstall Propellers; (9) Preserve Transducer Hull Ring; (10) Overhaul, test and Renew valves; (11) Inspect Sea Strainers; (12) Remove, Inspect and reinstall rudder assemblies; (13) Preserve Underwater Body; (14) Preserve Freeboard; (15) Renew Cathodic Protection System; (16) Provide Temporary Messing and Berthing; (17) Provide Temporary Logistics; (18) Routine Drydocking; (19) Modify Structures in Engineroom, Lazerette and Skegs.; (20) Install structural Reinforcement brackets for spray chine; (21) Preserve Rib Notch Wet Deck and Stern Interior Surface. Option items: (1) Composite Labor Rate, (2) Lay Days and (3) GFE Reporting. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. This acquisition will be issued under full and open competition procedures. The following geographic restriction applies: The vessel is restricted to the waters between Shallottee Inlet, NC and Brownsville, TX. Only quotes received from companies within this geographic restriction will be considered. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. A non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested hard copies of drawings. Drawings will be available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). This procurement is subject to the Small Business Competitiveness Program. Small businesses are encouraged to submit bids for the subject requirements. ?ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), Short Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
