- Description
- The U.S. Coast Guard Engineering Logistics Center has a requirement to procure the following items in support of the 110? WPB Air Conditioning System Upgrade. As a result of Market Research, the Government intends to solicit, and award a one-time, sole-source purchase order to Lemoine Marine Refrigeration, the Original Equipment Manufacturer (OEM) for the following items: (1) NSN 4130-01-485-3176, Air Handling Unit, Lemoine Marine P/N LSAH8H3.5-1-6, quantity 48 each; (2) NSN 4130-01-485-3205, Air handling Unit, Lemoine Marine P/N LSAH13H7.0-1-6, quantity 48 each; (3) NSN 4130-01-485-3329, Air Handling Unit, Lemoine Marine P/N LSAH8V3.5-1-6, quantity 96 each; (4) Air handling Unit, Lemoine Marine P/N LSAH16V10-1-6, quantity 48 each; and (5) NSN 5895-01-497-7669, Compressor Control Box, Lemoine P/N LMR-110CB02, quantity 48 each. NO EQUAL OR ALTERNATE PART NUMBERS SHALL BE ACCEPTED. Market research indicates that Lemoine Marine Refrigeration is the only manufacturer that can provide commercial, off-the-shelf items that can be installed without extensive modifications to the ships mechanical and electrical structures. Lemoine marine Refrigeration maintains all proprietary rights to all technical and engineering data required to manufacture these items; therefore no additional information is available. It is believed that this nonavailability of technical data precludes the U.S. Coast Guard from obtaining competition, as the technical and engineering data required to successfully repair these pumps is only available from one source. It is the Government?s belief that only Lemoine Marine Refrigeration possesses the capabilities to manufacture these items in accordance with OEM requirements. However, other sources may submit information detailing their capabilities to manufacture these items. This information must include (1) complete and current engineering data to demonstrate the acceptability of the offered part(s) (i.e., salient physical, functional, and serviceability characteristics), or (2) data that the offered part(s) have been satisfactorily manufactured for the Government or the OEM. This information MUST BE RECEIVED IN THIS OFFICE WITHIN 15 CALENDAR DAYS FROM THE DATE THIS NOTICE IS PUBLISHED. Information received after this deadline shall not be considered for this acquisition. The submission of this data for review shall not impede award of this purchase order. The Government does NOT intend to pay for information solicited. See Numbered Notes 12 and 22. This synopsis is issued pursuant to FAR 6.203-1 and TAM 1206.302. The Department of Transportation (DOT), Short Term Lending Program (STLP), offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
