Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotations are being requested and a written solicitation will not be issued. This solicitation F26600-01-Q-A055 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) 12 and 13. This is 100% reserved for small business. The Standard Industry Classification (SIC) for this solicitation is 3569 and the North American Industry Classification System (NAICS) is 333999. Based on Standard Size 500 employees. The item description is as follows: CLIN 0001- one (1) EA, Combination Power Maintenance Unit with simultaneous Welder, Air Compressor, Electricity, Light Tower, Battery Charge and Jumper functions, trailer tongued assembly mounted. The Combination Unit shall have a steel constructed, acoustical foam insulated combination cabin which is trailer/tongue assembly mounted. The trailer/tongue assembly will have a pintle hook with 6? height adjustment. The trailer shall have electric brakes, a minimum axle capacity of 5200lbs, two (2) leveling jacks, and a minimum tire size of 225 x 15. The combination cabin shall include: one (1) Welder with the following specifications: minimum of 400 Amperes, high frequency converter power, constant power out put, multi-process capability, auto hot start, carbon arc transfer stick, MIG short arc/spray, stud and TIG Gouging, a minimum range selection of 100-180 and 180-400, and Panel and Remote power control; one (1) Air Compressor with the following specifications: (wet) twin screw, 185 CFM, 90-150 PSI, dual on/off receptacles, compressor on/off electric clutch, drive via poly chain drive, coalesler oil separation, minimum quick drain valve oil capacity of 4.8 U.S. Gallons/18 Liters; one (1) Engine with the following specifications: minimum of 107 HP (Derated to 88 HP), minimum oil capacity of 9 Quarts/8.5 Liters, CD classification oil grade, minimum Coolant Capacity of 2 U.S. Gallons/7.6 Liters, Residential Muffler, minimum Fuel capacity of 50 U.S. Gallons/196 Liters, minimum 10-15 Hours continuous run, quick drain valve engine oil change, fuel filter with drain, and air filter; one (1) Generator with the following specifications: 20 KW Continuous/28 mhp., 25 KW Standby/34.9 mhp., and simultaneous power available with 120V/1phase, 240V/3phase, 50 or 60 cycle 480V/3phase, direct drive to engine, power receptacles (all voltages, circuit breaker protection (all voltages), and frequency (all voltages); and two (2) Adjustable, Roof-Mounted Light Towers with the following specifications: each Tower shall support a minimum of two (2) 120VDC minimum halogen or two (2) 500 Watt AC minimum light fixtures, each Tower shall have maximum stowed dimensions of 32? x 26.5? x 9?, a maximum extended height of 32?, full rotation and tilt by remote control, full erection time shall be a minimum of 6 seconds, a minimum wind capacity of 65 m.p.h., and each tower weight shall be a maximum of 51lbs. The Combination cabin shall include an instrument panel mounted on the front of the cabin with separate meters, circuit breakers, and receptacles for the Welder, Air Compressor, Engine, and Generator. The Combination cabin shall include Automatic Safety Shut Down accessible from the instrument panel for low engine oil pressure, high engine coolant temperature, high cabin temperature, and high compressor oil temperature. The Combination cabin shall also have a minimum of six (6) emergency flashers, one (1) 25? Remote Weld Power Cable with weld leads, one (1) 50? Air Hose, one (1) set of 15?12 V Jumper Cables, one (1) 12V Trouble Light, and one (1) fire extinguisher. CLIN 0002 ? Plasma Cutter, one (1) EA, with the following specifications: a minimum output of 15-60 amps continuously variable, minimum input power of 208-230 V, 1 phase, 50/60 Hz, 61/56 amps, 460 V, 3 Phase, 50/60 Hz, 18 amps, minimum duty cycle of 40%, panel controls with on/off and output amps, and panel indicators with AC power and temperature. The Plasma Cutter shall have a minimum height of 16?, a minimum width of 10?, a minimum length of 20?, a minimum weight of 72lbs, and a minimum cut capacity of 7/8?, 1.25 severance. The unit shall have a torch of PCH-76, gas Air/N2, minimum gas pressure of 60 psi, minimum gas flow of 3000SCFH, torch mounted control switch, minimum torch configuration of 70 degrees or 90 degrees, and a minimum lead length of 20ft/ 50ft. Delivery date is 30 September 2002, place of delivery and FOB point is 555th Red Horse Squadron, 8230 Bergstrom Ave. Nellis AFB, NV 89191. The entire solicitation including, Offerors Representations and Certifications, Attachment 1, and Past Performance Evaluation Questionnaire, Attachment 2 will be released on the Federal Government Electronic Posting Systems (EPS) site, http://eps.satx.disa.mil/. Amendments will be posted on the affected solicitation page EPS site. It is the offeror?s responsibility to monitor this site for the release of amendments (if any). Award will be made to the responsible, responsive offeror whose offer will result in the best value to the government, technical specifications, price and past performance considered. Offerors who fail to complete and submit Specifications data and drawings, Representations and Certifications and Past Performance References, a minimum of three, may be considered non-responsive.
