Description
Dollar magnitude of this project is between $500,000 to $1,000,000. The performance time is a total of 75 days with Runway closure Not To Exceed 45 days. The contractor shall provide all materials, equipment, plant, labor and supervision to alter/repair Runway (RWY) 15/33 to include spall repairs to Portland cement concrete pavement, replacement of shattered concrete slabs, resealing of joints in concrete pavement, resealing of cracks in concrete pavement, routing and sealing of cracks in concrete pavement, chemical removal of rubber build-up on runway pavement, striping of runway pavement and incidental related work. Estimated Quantities of approximately 49,900LF of cleaning & resealing of existing joints, approximately 28,571LF of cleaning & resealing of existing cracks in asphalt pavement. Additional RFP Requirement - All work associated with work items listed for removal and replacement of concrete pavement under Runway 33 arresting gear cable. A firm-fixed price contract is contemplated. This action is being considered for 100 percent set-aside for HUBZone small business concerns. Interested HUBZone small business concerns should indicate interest to the Contracting Officer, in writing, as early as possible but not later than 10 calendar days of this notice. As a minimum, the following information is required: (a) a copy of the certificate issued by SBA of your qualifications as a HUBZone concern; (b) a positive statement of your intention to bid on this contract as a prime contractor; (c) evidence of the recent experience in work similar in type and scope to include contract numbers, project titles, dollars amounts, and points of contacts and telephone numbers; (d) evidence of bonding capability to the maximum magnitude of the project to include both single and aggregate totals. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested will result in a contractor not being considered as an interested HUBZone concern. If adequate interest is not received from HUBZone concerns, the solicitation will be issued as unrestricted without further notice. Therefore, replies to this notice are requested from all business concerns as well as from HUBZone concerns. The applicable North American Industry Classification System (NAICS) code is 234110 with a small business size standard of $28,500,000. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. Past performance is considered approximately equal to price. It is anticipated the solicitation will be issued electronically on or about 16 Jul 02 on the Federal Business Opportunities web page at http://www.eps.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Registration requires applicants to have a DUNS number from Dunn and Bradstreet. Registration may take up to three weeks to process. Recommend registering immediately in order to be eligible for timely award. Anticipate award by 27 Sep 02. While funds are not presently available within Air Mobility Command for this project, we anticipate funds will become available by 18 Nov 02. If current fiscal year (FY02) funds become available, contract award will be made no later than 30 Sep 02. If FY02 funds are not available, this project will be funded with FY03 funds. We expect to have FY03 funds by 18 Nov 02.
