Description
THIS PRE-SOLICITATION IS BEING ADVERTISED ON AN UNRESTRICTED BASIS, INVITING FULL AND OPEN COMPETITION. This procurement is for one solicitation resulting in the possible award of three Indefinite Delivery/Indefinite Quantity (IDIQ) Construction Contracts (N62467-02-R-0439, N62467-02-R-0440, and N62467-02-R-0441) to the responsible proposers whose proposals conforming to the RFP will be most advantageous to the Government resulting in the Best Value, cost or price and other factors considered. The work will primarily consist of fire protection installation and repairs (new construction and renovations) including wet, dry, pre-action, and dulge pipe fire sprinkler, water supplies including fire pumps, tanks and underground mains, low and high expansion foam, gaseous (carbon dioxide, FM200) special hazards protection an fire detection, reporting and alarms systems for the Department of Defense activities in the states of SOUTH CAROLINA (SC), FLORIDA (FL), GEORGIA (GA), NORTH CAROLINA (NC) AND THE BAHAMAS MANAGED BY SOUTHNAVFACENGCOM. The anticipated construction cost for each task order is between $50,000 and $3,000,000. It is the intent of the Government to award three contracts simultaneously. The contractor determined to be the BEST VALUE to the Government will be awarded the seed project and the other two will be awarded as minimum guarantee contracts. After award of the initial contracts the three contractors will compete for tasks order based on either best value or low price technically acceptable to the government through Government/Contractor Team cooperative scoping of the work. Only the three selected firms will be permitted to compete on future task orders. These subsequent projects will be non-complex performance oriented tasks requiring minimal design. Contractors shall be competent and experienced in the design and installatioin of all aspects of fire sprinkler systems (including releasing system and ADA compliance) and Special Extinguishing systems (Carbon Dioxide and FM-200). Professional registration as a fire protection engineer is required. The registration must specifically been obtained in the field of fire protection, registrations obtained by examination in other disciplines is not acceptable. Each contract will be for one base year with four one-year options. The total 5-year (base year and four option years) estimated construction cost for all IDIQ Contracts is $30,000,000. Construction schedules will be determined for each project at the issuance of each task order. This RFP will be issued as a Two-Phase Design Build Solicitation where contractors will be required to submit creiteria for Phase I on their (1)Past Performance, (2)Small Business Contracting Effort, (3)Technical QUalifications and (4)Management Approach. There are no plans and specifications for Phase I. The Government will then evaluate and the highest rated proposers, normally five (5) to seven (&) will advance to Phase II. The Government reserves the right to limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. Those firms selected to proceed unto Phase II will be required to submit price and additional technical information. Phase II technical factors may consist of: (1)Past Performance, (2)Small Business Subcontracting Effort, (3)Technical Qualifications, and (4)Technical Solution. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED. Only those firms selected to proceed onto Phase II will receive the amendment requesting price and specifying Phase II technical requirements. The seed project will be awarded to one of the three firms as determined by the Government to be the most advantageous to the Government based on BEST VALUE. The other two firms will be awarded a minimum guarantee contract of $25,000.00. The seed project is ESFR Sprinkler System, NAS Jacksonville, FL. With a completion date of 285 days after award of the contract. The Government intends to issue the Phase I Request for Proposals (RFP) electronically by posting it on the NAVFAC website, http://esol.navfac.navy.mil., on 12 July 2002. Phase I proposals will be due 02 August 2002. Offerors must register themselves on the Internet at http://esol.navfac.navy.mil. Phase II will be issued by amendment to those firms selected to Phase II at a later date. The solicitation will be available for viewing and downloading at http://esol.navfac.navy.mil. Copies of a compact disk (CD ROM) of the Phase II plans and specifications may be purchased from the Defense Automated Printing Service (DAPS) in Charleston, SC. The point of contact at DAPS is Paula Brooks, (843) 743-4040. The official plan holders list will be maintained and can be printed from the web site. Amendments will be posted on the web site for downloading. This will be the only method of distributing amendments; therefore, IT IS THE OFFERORS RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. Offerors must also be registered in the Contractors Central Registration (CCR) in order to participate in this procuement. The website for CCR is http://www.ccr.gov. Results of proposals will not be available. The NAICS Code is 235110: Plumbing, Heating and Air Conditioning Contractors which corresponds with SIC Code 1711. The Small Business Size Standard is $12,000,000.00.
