Description
The Bureau of Engraving and Printing (BEP) is seeking quotations for purchase and installation of a high-volume (900,000 grain, 200 gallon per minute steady state, 268 gallon per minute peak) twin-alternating water softener system controlled by an Aquamatic 962-stager control to handle a hardness of 7 grains. The system will be delivered and installed on-site. The Government already has a similar system installed on-site. Competition shall be limited to qualified sources of supply in the Washington, D.C. metropolitan area, due to the maintenance needs of the BEP. The applicable NAICS (formerly SIC) is 421830 and the size standard is 500 and this acquisition is a 100% small business set-aside. This is a combined synopsis solicitation; a written quotation will not be issued. The requirements for the system and its installation are as follows: 1) Two ASME coded vinyl esther resin tanks 42 inch x 72 inch with 900,000 grains capacity per tank, 2) Aquamatic 962 stager control- stager is equipped with a calendar override feature to regenerate the equipment should the volume function fail to initiate one in the specified time period, 3) Resin tanks contain 3 inch piping system throughout to minimize pressure loss through the softening system, 4) System piping is schedule 80 PVC, 5) Aquamatic valves made of plastic, 6) system flow rates are 200 GPM steady state, 268 GPM peak through a single tank, 7) 42 inch x 60 inch brine tank with 3000 pound, 8) 3 inch true union ball valves on the inlet & outlet of each softening tank. In addition, a 3-valve bypass (true union ball valves) will be installed on the main header, 9) replacement plumbing will be made with 3 inch schedule 80 PVC and insulated, 10) outlet plumbing of the new softener will also be tied to the outlet plumbing of the existing softener on the pad with a 2 inch true union ball valve shut-off, and 11) installation requires run of 80 PVC full length of room from the main shutoff- this portion estimated at $1,400. Vendor must provide a fax quotation to include the vendor's fixed price, plus the Government-provided estimate for PVC piping in the room, for the total firm-fixed price. The Federal Acquisition Regulation provisions 52.212-3, 52.212-4, and 52.212-5 apply, and will be incorporated into any resultant purchase order. Delivery FOB Destination, Inside Freight, with all freight and installation included in the delivered price shall be made within 30 days to the following location: BEP Loading Dock at ?D? Street, Between 13th and 14th Streets, S.W., Washington, D.C, inside delivery and installation to OFS Power Plant, point of contact Chris Bowie, 42080, Rm 19-2M. The resulting purchase order shall be firm-fixed price. The basis of award will be from a responsible quoter whose quote is technically acceptable and lowest in evaluated price. All interested small businesses are requested to submit a written quotation, which will be considered by the agency. Quotations may be made on an SF 1449 or company letterhead. Quotations will include the RFQ number (RFQ-02-23-01), the proposed unit price, the proposed extended price, any prompt payment discount terms, company name, point of contact, address, phone number, fax number, tax identification number, DUNS number, and size status (i.e., small business, disadvantaged business or woman owned business). If this item is available under GSA schedule please provide the schedule number. Quotations are due by close of business July 3, 2002 and shall be faxed to the Bureau of Printing and Engraving (BEP) office of Procurement, Attn: George Robertson, fax number 202-874-2200.
