- NAICS Code: 541620 The U.S. EPA, National Risk Management Research Laboratory (NRMRL) intends to negotiate on a sole source basis with the University of Illinois under the authority of FAR Part 6.302-1 to research the effect of aluminum, orthophosphate and silicia interaction from different coagulation approaches in public water system compliance with existing and future regulations. The contractor shall supplement the initial literature review performed in conjunction with previous literature. Moreover, the contractor shall: (1) conduct a literature review of effects of water chemistry on aluminum concentrations following coagulation, and the effects of residual aluminum in the water on the formation, stability and nature of distribution system pipe deposits (2) Provide a detailed description of expiriments on the effect of orthophosphate and silica addition during rapid mix on residual aluminum levels (3) Offer a description of development of "jar test" procedure usable by water systems to estimate aluminum residuals and precipitation potential (4) Give a comparison of jar/lab test data to actual water treatment plant data at different water utilities (5) Give a summarization of jar test protocoal in an SOP-like format, with guidence on how it can be used by water systems to estimate potential for hydraulic degradation, loss of corrosion inhibitor residual, and for exceeding any MCL or guidence level for aluminum in the water (6) Give a detailed description of quality assurance and quality control procedures. This notice is not a request for quotations. EPA source research indicates the University of Illinois is uniquely qualified to meet this requirement based on the fact that that it has conducted actual experiments for both the EPA and City of Chicago, and the accumulation of a body of experimental data, and it is the only contractor with the appropriate level of technical knowledge necessary to augment the existing scientific data analyze it, and write the report. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of complying with the statement of work. Such documentation must be submitted within 15 days of electronic posting of this notice. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 541620. The anticipated award date is 7/17/02.
