- NA Notice of intent to award a sole source contract. The Defense Threat Reduction Agency (DTRA) intends to award a sole source firm-fixed-price indefinite delivery, indefinite quantity (ID/IQ) contract under the auspices of FAR Part 12, to Sensor Technology Engineering, Incorporated, Santa Barbara, California for an initial quantity of 700 hand-held radiation detectors/pagers, and potential (option) orders for 100 to 1200 pagers in each of the following two fiscal years. The Government's minimum requirements for the radiation detectors/pagers are as follows: small (approximately the size of a common message pager); lightweight, rugged, and self-contained in order for it to be worn on a belt or carried in a pocket; easily utilized with minimal training; come w ith an instruction manual (in English and other foreign languages if available); have significantly greater sensitivity and detection of radioactive material than the commercially available Geiger-Muller tube type detectors; capable of x-ray and gamma ray detection at levels above the natural background; have operator alert/alarm with flashing high-intensity light and the option of using an audible or vibrating alarm; have Cesium Iodide scintillation detector; capable of continuous use for 1 year on 2 AA al kaline batteries; operate within a temperature range of 5 to 122 degrees Fahrenheit; have 45 KeV low energy cutoff; have less than one second integration time; and have a seven segment LED display indicating radiation intensity. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have fifteen (15) days from the date of publication of this Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qual ifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after fifteen (15) days, or without the required information, will be considered non-re sponsive to this synopsis and will not be considered. A determination by the Government to not conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. All inq uiries must be submitted in writing to the address or facsimile number stated herein and to the attention of Ms. Karen Ralston, Contract Specialist. Responses to this notice must be received by close of business, 12 July 2002. Responses must include your business name, point of contact, address, and telephone number with area code.
