Description
The Government intends to procure for a minimum of four (4) and a maximum of twelve hundred (1200) each Ethernet Switch. A five (5) year firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) type contract is anticipated as follows for the following years and estimated quantities: year 2002 Qty: 4 each, 2003 Qty: 6 each, 2004 Qty: 29 each, 2005 Qty: 29 each, 2006 Qty: 44 each and 2007 Qty: 37 each. Reference Request For Proposal (RFP) USZA95-02-R-0024. This proposed contractual action is for supplies which will be procured through FULL AND OPEN COMPETITION. The Government intend to use the policies contained in FAR Part 12 Acquisition of Commercial Items. Inspection/Acceptance will be at origin by a Government Quality Assurance Representative (QAR). FOB is Destination. On 22 January 2002, the Technology Applications Program Office placed a Sources Sought announcement in the Commerce Business Daily (CBD). The commercial Ethernet Switch used in the office/home PC environments will not satisfy the Government?s requirement. The Ethernet Switch will be installed in the MH-47, MH-60, A/MH-6 Special Operations Aircraft (SOA); however the CH-47 Improved Cargo Helicopter and the UH-60M Aircraft may also participate. The Government has awarded contracts to modernize the avionics suites of the SOA. The avionics suite includes: Cockpit Display Unit, Multi Function Display, General Purpose Processing Unit, and the Data Concentrator. One Ethernet Switch will be installed in the General Purpose Processing Unit and there are two (2) GPPUs per aircraft. The total estimated quantity would be 1200 each. The 10/100BASE-TX Ethernet Switch will be a Compact PCI 6U form factor card that will direct communication between the avionic components. The Switch will provide real-time deterministic services-no collision management required and compliant with ARINC 664. The Ethernet Switch will be a managed layer 2 switch with a weight no greater than 2.5 pounds. The conduction cooled card will have 24 ports and power dissipation no greater than 25 watts during peak operations. The Mean Time Between Failure will be at least 100,000 hours. The software will be compliant with RTCA/DO-178B. The Ethernet Switch is a flight critical component and must pass Electromagnetic Interference and Environmental testing prior to delivery of production units. The testing will include MIL-STD 461 (CE101, CE102, CS101, CS114, CS115, CS116, RE101, RE102, RS101 and RS103 as modified by ADS-374-PRF) and MIL-STD 810F (Shock, Acceleration, Vibration, Undamped Resonances, Continuous Vibration, Gunfire, Sand and Dust, Fungus, Salt Atmosphere, Explosive Atmosphere, Temperature, Humidity, Altitude, High Temperature Storage and Low Temperature Storage). This solicitation will be limited to United States (US) firms only, no foreign participation allowed. All responsible sources may submit a proposal which shall be considered by this agency. Estimated date of release of solicitation is 19 April 2002. The solicitation will be available via EDI in the Interagency Business Opportunity Page (IBOP) website: http://abop.monmouth.army.mil. Contractor?s must be registered in IBOP in order to be able to submit a proposal through IBOP.
