NAICS: 234990, ORDER OF MAGNITUDE THRESHOLD??ESTIMATED NOT TO EXCEED $ 7,000,000. COMPETETION LEVEL: FULL AND OPEN. NUMBERED/NON-NUMBERED NOTES: DO NOT APPLY. The U.S. Agency for International Development, Jordan mission (USAID/Jordan) seeks the services of an American engineering firm/or construction contractor in providing construction and construction management services to renovate for the Ministry of Health approximately 181 clinics located throughout the Hashemite Kingdom of Jordan. The work will include moderate (not major and not minor) renovation of the clinics. Moderate renovations falls at the middle of the spectrum between major and minor. Major renovation work includes demolishing of and rebuilding of walls, changing all windows and doors, changing all tiles, changing and/or installing all toilets and sinks, changing or installing central heating systems or enough air conditioning units when needed, removing old paint and applying new paint, fixing leakage in drainage systems or roofs, changing and or installing electrical connections, changing or installing all wood work, such as reception areas, kitchens, labs and dental clinics , fixing center entrance and surroundings etc. Minor renovation work includes painting of walls, windows and doors, fixing broken windows or doors, fixing non functioning toilets and sinks, fixing broken tiles or wood works, fixing problems in running water and leakage in drainage systems or roofs, fixing malfunctions in electrical works, install curtains etc. The estimated project cost ranges between $5million to $7million. One Engineering firm/or Construction contractor will be awarded the entire project. The selected firm/contractor is expected to hire local engineers and support staff who can assess the needs, design, monitoring and evaluation of renovation. In addition, the selected firm/contractor is encouraged to subcontract part of the work to local engineering/construction firms. The approach to renovation planning and implementation may be summarized in two phases: Phase one: Assessment and production of detailed renovation specifications, architectural drawings when necessary and bill of quantities. This is followed by preparation, issuing and tendering renovation services to complete renovation. Phase two: Actual renovation phase in which the contractor subcontracts local firms to perform the renovation work. A request for qualifications will be made available to all firms responding to this announcement on or about June 4, 2002. The qualifications will be evaluated to determine the ability of the prospective contractor to plan, renovate and control this project. Three to five (3-5) companies will be short listed and asked to respond to the RFP. It is anticipated the contract will be awarded by September 30, 2002 with the forecast project duration of 24months. USAID is seeking contractors that are committed to quality, have proven experience in the renovation work, will bring innovation approaches to ensure timely and quality completion in a cost effective manner, and are willing to partner with USAID for the mutual success of the project. USAID encourages the participation to the maximum extent possible of small business concerns, small disadvantaged business concerns and women-owned small business concerns in this activity as the prime contractor or as subcontractors in accordance with Part 19 of the FAR. USAID reserves the right to cancel the project with written notice to the firms responding to this announcement.
