Description
NIH intends to procure on a sole source basis to Innovative Interfaces, Inc., 5850 Shelmound St., Emeryville, California, 94710 for the maintenance on hardware and software used for the Innovative Interfaces catalog system and related modules. Specifically, the contractor shall provide maintenance (labor and parts) for the Innovative Interfaces, Inc. catalog system and related modules. Only manufacturer authorized replacement parts will be used for maintenance and repair of hardware. Upgrades (improvements in the software which relate to operating performance but do not change the basic function of the system) to the system software shall be installed as necessary. The period of performance shall be for one twelve (12) month period, with options to renew for four (4) successive twelve (12) month periods. It is believed that Innovative Interfaces, Inc. is the sole source for this requirement under the authority of FAR 6.302-1 because of the following: Due to the proprietary nature of this system developed by Innovative Interfaces, Inc., they are the only source able to maintain the system. The software is proprietary, and cannot be modified by any outside source including the library. In addition, most of the equipment has been modified to work with the Innovative system. Therefore, only Innovative Interfaces, Inc. can continue to operate and provide maintenance for the present system. The applicable NAICS Code is $7.5M will be used for this requirement. This notice of intent is not a request for competitive proposals. However, all proposals received with fourteen (14) days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely withing the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
