Description
NA On or about 15 July 2002, this office will issue Request for Proposals for the Design/Build of the Medical/Dental Clinic, Schriever AFB, CO. Proposals will be received on or about 15 August 2002. This solicitation is unrestricted and open to both large and small business participation. A pre-proposal conference and site visit is scheduled for 25 July 2002 at Schriever AFB. Contractors will meet at the Corps of Engineers Resident Office at 9:00 AM. Contractors interested in attending the pre-proposal conference and site visit shall conta ct the Resident Engineer (Captain Derosier) and register their company name and provide a driver's license number. The Resident Office is located just south of the main Schriever AFB entrance and west of Enoch and Blue Road. Phone (719) 683-3657, Fax ( 719) 683-3659. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Ordering below. The work will include the following: (Any quantities are approximations) The Contractor shall design and construct a state-of-the-art Medical/Dental Clinic in accordance with RFP requirements (drawings and criteria). The maximum total floor area shall be approximately 1,090 gross square meters. The design of the single story C linic (massing, scale, color, pattern, texture, and detailing) will be compatible with other existing facilities located at Schriever AFB. Disciplines such as Architectural, Structural, Civil, Environmental, Mechanical and Electrical will be required for design with an emphasis on medical facility design and construction. The design and construction of parking areas, sidewalks, landscaping, and utilities will be required. Specialized medical equipment and room development will also be required throughout. Exterior building components will consist of metal and glazing panel s in aluminum storefront framing with cut sandstone trim facia. Roofing will be a membrane system for most of the facility with a standing seam metal roof used on the clear-story portion of the facility. All general types of construction will be required (HVAC, exterior lighting, circuitry, painting, flooring metal stud framing, plumbing fixtures, lighting fixtures, etc.). Proposal Evaluation: Award of this project will be based on the best value approach considering technical evaluation factors and price. An adjectival method of evaluation will be used to evaluate the technical evaluation factors. The technical evaluation factors include: De sign Experience, Design Personnel, and Past Performance (Design); Construction Experience; Past Performance, Construction; Construction Personnel; Project Management Plan and Utilization of Small Business Concerns. Price is subjectively evaluated conside ring Best Value and Realism. The estimated construction cost of this project is between $2,500,000 and $5,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Enginee rs considers the following goals reasonable and achievable for fiscal year 2002: (a) Small Business: 61.4% of planned subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of planned subcontracting dollars*. (c) Women Owned Small Business: 5.0% of planned subcontracting dollars*. (d) Service-Disabled Veterans: 3.0% of planned subcontracting dollars*. (e) Hubzones: 2.5% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work within the time period submitted with the proposal after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The Request for Proposal (RFP) will be available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. The RFP will not be provided in a printed hard copy forma t.
