- NA Firm fixed price purchase order. Using airborne Light Detection and Ranging (LIDAR) survey technology collect terrain and structures elevation data for incorporation into the Fort Sam Houston Geographical Information System (GIS) and Integrated Mapping Sys tem (IMS). Process, validate and deliver the data in format specified in order to produce accurate three dimensional portrayals of the terrain and structures at Fort Sam Houston and Camp Bullis. Specific deliverables will include the ASC II raw elevation data file (x,y,z coordinates), new digital contour interval map layers, an Arc Info 1-meter grid bare earth Digital Elevation Model (DEM) and Arc Info Digital Terrain Model (DTM). Comply with the Spatial Data Standards for Facilities, Infrastructure, and Environment and the Spatial Data Standards and Facility Management Standards for Facilities, Infrastructure, and Environment. The contractor will provide data acquisition services, using an airborne laser based topographic mapping system, and will proces s the data to produce the following products: Multi-return LIDAR collection at 1.5 meter or better optional; ASCII file of raw LIDAR data, as x,y,z points; 15 cm rmse accuracy in open, level areas; Arc Info 1-meter grid bare earth Digital Elevation Model (DEM), indicating bare ground terrain height. Arc Info Grid Digital Terrain Model (DTM) (Bare Earth) generated from ground returns. Two foot contour interval. Database Specification The media used to display the Database shall be free from physical or m aterial defects. The Database will be distributed in units based on the following specifications: All data will be acquired using the WGS84 reference ellipsoid. All GPS data will be processed to Orthometric Heights (Mean Sea Level) using the Geoid99 model . The final data sets will be: Projection: UTM Zone 14 south; Horizontal Datum: NAD 83, 1994 (HARN) Adjustment; Vertical Datum: NAVD 88; Units: Meters. Scope of project: The area of coverage for the elevation data will extend to 1000 meters beyond the perimeter boundaries of Fort Sam Houston and Camp Bullis. Fort Sam Houston is an irregular polygon covering 3000 acres, while Camp Bullis is a rectangular shape covering 28,000 acres. The contractor shall produce and provide the products for governmen t review within 90 days of Notice to Proceed (NTP). Final acceptance will occur once the data products are thoroughly reviewed for quality and accuracy and tested in the Fort Sam Houston GIS/IMS system. Government?s Software System: Fort Sam Houston?s GI S software configuration uses ESRI ArcGIS 8.1 and ESRI ArcIMS 3.1. The delivered products must be in a non-proprietary format that can be integrated into an ESRI-based environment.
