Description
The Bureau of Indian Affairs (BIA), Office of Indian Education = Programs (OIEP) intends to negotiate on a sole source basis with Lucy = Moore Associates for regulatory negotiation and other consultative = activities. The purpose of this contract is to convene and facilitate = the negotiated rulemaking as mandated uner Section 1138 and Section = 1116(g) of the No Child Left Behind Act (NCLBA), Public Law 107-110 so = the Secretary of the Interior can publish a proposed rule by June, 2003 = as required by NCLBA. The contractor must work with the Designated = Federal Official (DFO), Catherine Freels, and through her with = designated Federal representatives, including the OIEP Project Office to = prepare for, convene, and facilitate a complete series of negotiated = rulemaking meetings to develop a proposed rule. The contractor must do = everything possible to ensure that the Negotiated Rulemaking Committee = to be established under NCLBA, the Federal Advisory Committee Act = (FACA), and the Negotiated Rulemaking Act (NRA) finishes recommendations = for a proposed rule no later than April 15, 2003, in order for the = Department of the Interior to meet June 2003, statutory deadline for = publishing a proposed rule. This requirement will be purchased under = the acquisition of commercial items. There is no solicitation regarding = this sole source synopsis. Interested parties may identify their = interest and capability to respond to the requirement. Only written = responses received by 3:00 p.m. MST, July 05, 2002 will be accepted. = The Government will not be responsible for any cost incurred in response = to this notice. See note 22 (Sole Source Award). Note 22 modified to = read 5 days in lieu of 30 days.
