- Solicitation No. N62742-02-R-1103, UTILITIES PRIVATIZATION INITIATIVE REQUEST FOR PROPOSAL FOR NAVAL REGION HAWAII UTILITY SYSTEMS The Pacific Division, Naval Facilities Engineering Command, Acquisition Department (ACQ0241), on behalf of the Commander, Naval Region Hawaii, is requesting proposals from qualified providers of utility services to assume ownership of Government utility system(s) and provide utility service(s). The services being procured under this solicitation will require a regional or municipal utility or a private company to take over/acquire ownership, operation, maintenance, and technical engineering support/services of the electrical power, water, and wastewater systems. The solicitation includes the systems currently operated by the Navy Public Works Center Pearl Harbor (PWC-Pearl) on Oahu and the Pacific Missile Range Facility (PMRF) at Barking Sands, Kauai. The government reserves the right to make multiple asset conveyances and multiple utility service contract awards from this solicitation. Award will only be made if (1) the conveyance results in a long-term economic benefit to the United States that exceeds the long-term economic cost to the United States, and (2) the conveyance will reduce the long-term costs of the United States for utility services provided by the utility system concerned. These criteria must be met for each separate utility system. Proposals will be evaluated for each type of system and each location resulting in a possibility of six (6) separately awarded contracts under this solicitation. Concurrent with the sale of the utility systems, the Government will acquire distribution utility services to replace the service currently provided by the Government. The sale of the utility systems and the acquisition of utility services are subject to terms and conditions provided in this request for proposal. The sale of the utility systems is authorized by and conducted under 10 USC 2688. The desired goal of this sale is to transfer all right, title, and interest of the United States in and to the utility systems mentioned above. The utility systems being sold include all equipment, fixtures, structures, and other improvements utilized in connection with the utility systems. The divestiture will not include the real property upon, under, or around any utility system, or any Federal water rights, water commodity, water pumping stations, or electrical commodity. The Contractor shall furnish all necessary labor, management, supervision, permits, equipment, supplies, materials, transportation, and any other incidental services for the complete ownership, operation, maintenance, repair, upgrades, and improvements to these utility systems. The Contractor will provide these services in accordance with all terms, conditions, and special contract requirements, specifications, attachments, and drawings contained in the solicitation or incorporated by reference. The proposed solicitation is unrestricted under the following North American Industry Classification System (NAICS) codes: NAICS 221122, Electric Power Distribution, with a size standard of 4 million megawatt hours, NAICS 221310 Water Supply and Irrigation Systems, with a size standard of $6 million, and NAICS 221320, Sewage Treatment Facilities, with a size standard of $6 million. Pre-proposal conferences/site visits are planned to be held October 15 and 16, 2002 for Electrical Power, Oahu; October 17 and 18, 2002 for Wastewater, Oahu; October 21 and 22, 2002 for Water, Oahu; October 23, 2002 for Electrical Power, Kauai; October 24, 2002 for Wastewater, Kauai and October 25, 2002 for Water, Kauai. Site visit registration information will be e-mailed to registered planholders and posted to the NAVFAC E-Solicitation website on July 15, 2002. Directives prevent us from posting the solicitation and associated documents on the internet. Therefore this solicitation will be issued only by CD-ROM after July 15, 2002. CD-ROMs will be mailed to interested parties registered on the planholders list for this project on the NAVFAC E-Solicitation website at http://www.esol.navfac.navy.mil. There is no charge for the CD-ROM. Amendments to the solicitation will be issued either via e-mail or mailed to the planholders, depending on the size of the amendment. Information regarding this project will be issued through the internet at http://www.esol.navfac.navy.mil/ and at www.fedbizops.gov. Prospective offerors are encouraged to subscribe to both web sites. It is the responsibility of the offeror to periodically check the web sites for information regarding the solicitation. The solicitation will include a Technical Data Package that can only be released to individuals that meet the necessary security requirements. The Technical Data Package is expected to be available by September 30, 2002. The required security forms and instructions will be posted to the NAVFAC E-Solicitation website and e-mailed to registered planholders on July 15, 2002.
