NAICS Code: 561110 BACKGROUND This contract is to provide the Environmental Protection Agency, Office of Human Resources and Organizational Services (OHROS), Employee Services Staff (ESS) with support personnel during a period in which the Agency anticipates a heavier than normal interest in retirements. Over the past two years, the Agency has experienced a significant and steady increase in the number of employees retiring, and anticipates that this trend will continue over the next several years. The increased interest in retirement, is a direct result of the "Baby Boomer" generation, who have reached retirement age, and are now eligible, or soon will become eligible to retire. Within the next six months the Agency projects that as many as five hundred EPA employees will seek annuity estimates and counseling. During this period, employees eligible for retirement must receive accurate, factual advice, on the options available to them. The contractor shall provide sufficient qualified personnel to provide these services in an effective timely, and efficient manner. REQUIREMENTS The period of performance will be from the date of award of the contract until the number of staff consulting hours in the contract are exhausted. Normal working hours for personnel will be from 8:30 AM to 4:00 PM, Monday through Friday. The work shall be performed in the Ariel Rios Building, in Washington, DC, in space to be designated by EPA. The Government shall provide the necessary equipment, such as telephones, computers, and office supplies. The Contractor shall provide Civil Service Retirement System (CSRS) and Federal Employees Retirement System (FERS) retirement support services. The skill level must be equivalent to a senior journeyman, Federal government retirement expert. This expert will calculate individual service computation dates, estimate retirement and Thrift Saving Plan annuities, advise employees on benefits such as health and life insurance, and counsel EPA employees on their personal retirement options. The contract staff must be available within two working days upon award of the contract on an "on call" basis. The contract staff will consist of one to three consultants, who will work no less than four hours and no more than nine hours each day, depending on EPA customer demand. The contractor shall perform the following task: 1. Make determinations of accurate retirement system coverage and determine the service computation date for retirement. 2. Document work at other agencies, part-time work, military service, refund service, temporary service, and deposit and redeposit service. 3. Provide expert retirement counseling to EPA employees, to assist them with their personal decisions on survivor benefits, Thrift Saving Plan elections, life insurance options, social security benefits, and health benefits coverage considerations. 4. Assist employees with retirement annuity estimates, considering the various retirement options available in each individual personal situation. 5. Contract personnel shall be experienced and familiar with the Government Retirement and Benefits (GRB) calculation software. 6. Assist EPA staff in preparing retirement packages, including completing all required for ms for life insurance, health insurance, and the retirement application. 7. Assist EPA staff in processing benefits packages for EPA employees who resign or separate. EVALUATION CRITERIA To receive an award under this Request for Quotation, the vendor must demonstrate the following: 1. Knowledge, familiarity, and understanding of the GRB benefits calculation software. 2. Expert knowledge of the Federal retirement systems and benefit programs. 3. Experience in working with clients under the Federal retirement systems and benefit programs.
