- 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. Solicitation number F6CE0021431000 is issued as a combined synopsis/request for proposal. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-07 Effective 15 May 2002. 4. This is a 100% small business set-aside associated with NAICS code 333319. 5. PACAF requires HVAC Training Simulators for nine PACAF sites. The simulators required are Air Conditioning Training Systems OR EQUAL as listed below by part number. Simulator controls must be representative of Carrier OR EQUAL HVAC units in order to meet this requirement. (ii) Air Conditioning Training P/N PSC-2T-U, or equal: Package Cooling Unit 208/230 Volts 10 60 HZ, 2 ton package cooling unit, solid state compressor time delay, compressor lock out space thermostat with 6 electrical faults. Charging, recovery, leaking testing, evacuation, dehydration, electrical and refrigeration Troubleshooting. (iii) Air Conditioning Training P/N EM-HP-TB, or equal: Electro Mechanical HP Board 1, 115 Volts 60 HZ, Heat pump troubleshooting board with mechanical defrost system, compress time delay, typical operating and safety control with 12 electrical faults. (iv) Air Conditioning Training P/N EM-CW-4F-TB, or equal: Electro-Mechanical Chiller Board 1, 115 Volts 60 HZ, Electro-mechanical chilled water-troubleshooting board with standard return water temperature operating control. 15 electrical faults. (v) Air Conditioning Training P/N CFS-1, or equal: 10 Compressor Faults Simulator, Single-phase compressor fault simulator with 11 Failure modes. Delivery is 60 Days after receipt of order. Deliver FOB Travis AFB, CA, packaged in shipments of three units to each package as designated in the attached packaging instructions spreadsheet. Inspection and Acceptance Travis AFB, CA. 8. SPECIAL PACKAGING is required: The vendor shall package the 27 units in nine (9) sets of three units as specified in the attached spreadsheet entitled packaging instructions. Packages shall be delivered to Travis AFB, pre-packaged and labeled for their final destinations. 9. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition without addenda. 10. A firm fixed price purchase order will be issued based upon the proposal determined to provide the best value to the government. 11. The clause at FAR 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition without addenda. 12. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with offers. 23. The provision at 52.212-2, Evaluation -- Commercial Items, is applicable. The following evaluation factors apply and are listed in order of importance, the most important listed first, the least important listed last. (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance (see FAR 15.304); 24. Evaluation Procedures: The government technical evaluators will evaluate descriptive literature submitted by offers that clearly substantiates that an ? or equal? item is equal in form fit and function to the specified Air Conditioning Training part numbers listed in the CLIN section. Any offers that are not accompanied by the required descriptive data will be considered non-responsive and will not be evaluated for award. All descriptive literature submitted will be evaluated to determine if the item proposed is equal to the Air Conditioning Training part numbers. The low-priced technically acceptable offer will be selected as the best value for award. 25. Numbered Note for 100 % set aside for small business applies. 26.
