- Description
- USDA,ARS,MWA intends to solicit and negotiate with only one source to B. Braun Biotech, Incorported. The proposed award is for supplies/equipment for which the Government intends to solicit and negotiate with only one source basis in accordance with FAR 6.302-1, on the following factors: 1) The government currently has numerous B. Braun fermentors which require identical proprietary parts and components; 2) common maintenance capabilities; 3) government repair capabilities; and (4) utilization of software control program.These factors represent a significant cost saving on parts, inventory, maintenance issues and down time for repairs and saving on operator training needs. The order consists of two parts: 12 B. Braun Biostat B operating/control units equipped to run vessels sized 3 - 12 L volumes and 2 B. Braun Biostat C bioreactors each equipped with a 30 L vessel. The MINIMUM REQUIREMENTS for the B. Braun Bioreactor Biostat B units are as follows: 1) twelve (12) - bioreactor control units equipped with mass flow controllers, 2) nine (9) -B-2 vessels with components each with 2 L working-volume, 3) nine (9) B-5 with components and each with 5 L working-volume, 4) three (3) B-10 with components and each with 10 L working volume, 5) MFCS/WIN based software ver 2.0 capable of providing data acquisition and control of 16 bioreactor units and equipped with an interface box capable of connecting to 14 bioreactors. 6) units and vessels should be compatible with existing B. Braun units, including inter-changing of parts; 7) control units must be compatible for operation with current MFCS/Win software package; 8) B. Braun units should allow for easy exchange and control of vessels with working volumes of 2, 5, 10 l with single control unit; 9) vessels should each include an aseptic vessel design made of 316 SS head plate and double jacketed glass vessels with precise temperature control; 10) entire units must fit in a standard 24" deep lab bench; 11) entire units and vessels should allow for measurement and control of temperature, stirrer speed, pH, pO2, antifoam, and level with integrated dosing pumps including counters; 12) vessels should include Broadley James pH and polarographic oxygen probes and units should allow for digital calibrations (with on-line calibration) and digital thermometer; 13) each unit should include 4 analog inputs for future external signal monitoring; 14) each unit should include a mass flow controllers with precise dissolved oxygen control 15) each vessel must fit in a standard model autoclave. The MINIMUM REQUIREMENTS for the two B. Braun Bioreactor Biostat C-30 units are as follows (2): 1) vessels need to have a working volume of 30 L and entire units need to be compatible with existing B. Braun units, including inter-changing of parts; 2) compatible for operation with current MFCS/Win software package; 3) mass flow controller for DO control with double cascade control of DO by stir rate/air flow 4) extra connection for variable speed pump with menu for step time profile, 5) fully jacketed stainless steel vessel to allow precise temperature control and sterilization in place, 6) built in digital computer control for monitoring and control of fermentations 7) Broadley James pH and polarographic oxygen probes with digital calibrations (with on-line calibration) and digital thermometer; 8) 2 probes and auxiliary pumps for level and foam control, 9) interior vessel surface should be 316L stainless steel and jacketed in stainless steel, 10) top-drive agitator equipped with a single mechanical seal assembly, 11) vessel needs to include: longitudal site glass, ports for foam, level, inoculation, acid, base, antifoam addition, keofitt radial diaphragm style sample valve with manual lever style actuator, as well as spare port and bottom style harvest port. The units will be used to perform microbiological studies for purposes of cell growth and product production. The Center is equipped with several of these bioreactors for the above-mentioned studies. These additional units are requirement to expand experimental capacity and to perform advance statistical designs. Finally, an extended license will be purchased for remote personal computer (Windows OS) based data acquisition and control of bioreactors. Compatibility with existing units (e.g. interchangeable parts) and software control system is a major concern. There are exiting units manufactured by B. Braun Biotech, Inc in our facility. B.Braun Biotech, Inc., is the only source that can fully achieve the compatibility requirement in terms of data acquisition/control (software) and hardware interchange. However, if any interested party believes it can meet the above requirement, they may submit a proposal. It must be clearly demonstrated that the existing sequences can be converted, and that the instrument can fully meet all the above specifications. If demonstration is determined to be acceptable, the source must concur to converting all sequences for the instrument at no additional cost to the Government, and prior to award of this acquisition. An original and one copy of information furnished shall be in writing and must contain sufficient details to determine if the party can meet the requirements. NAICS Code is 339111 with a corresponding size standard of 500 employees applies to qualify as a small business. This solicitation incorporates the following FAR clauses, provisions, and addendums: 52.212-1 Instructions to Offerors-Commercial items; 52.212-2 Evaluation-Commercial items; 52.212-3 Offeror Representations and Certifications-Commercial items (all offerors must include completed copies of the 52.212-3); 52.212-4 Contract Terms and Conditions-Commercial items; 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial items. In paragraph (B) of 52.212-5, the following apply: 52.203-6, 52.219-8, 52.219-9, 52.222-21, 52.222-22, 52.222-26, 52.222-35, 52-222.37 and 52.232-23. Equipment will be shipped FO B Destination to: USDA-ARS-MWA, National Center for Agricultural Utilization Research, 1815 N. University Street, Peoria, IL 61604. The Government will award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government.
