Description
The U.S. Department of Commerce, NOAA, Aircraft Operations Center (AOC) at MacDill AFB, Tampa, Florida has the need for the installation of up-to-date avionics, communications, and an audio control package which will replace and augment the existing equipment on one of the AOC owned DeHavilland Twin Otter DHC-6-300 aircraft. The items to be installed are: 1) two multifunction systems which incorporate a moving-map GPS, Navigation radios, localizer-Glide-Slope, and aviation band VHF communication radios, 2) Audio control system consisting of two audio panels incorporating an Intercommunication System (ICS), 3) B.F. Goodrich Skywatch system (supplied by NOAA AOC), 4) Iridium satellite phone system (supplied by NOAA AOC), and 5) Relocate Wulfsberg Flexcomm II Radio (currently installed in the aircraft). NOAA AOC will make the aircraft available for inspection prior to submission of quotes as the flight schedule allows. All items which are functionally replaced shall be removed. Components removed from the aircraft shall be returned to NOAA AOC. All items shall be installed to interface with the remaining avionics as appropriate. The Government intends to award a purchase order to the responsible offeror whose proposal represents the best value to the government. The aircraft will only be available for this work from October 15, 2002 thru November 15, 2002. The work must be completed by November 15, 2002. The RFQ is expected to be issued 15 calendar days after publication of this notice. Purchase order award is expected to be in August 2002. This is a total 100% small business set-aside. The NAICS code is 336413 and the business size is 1,000 employees. All responsible firms may submit an offer which shall be considered by the agency.
