Description
The Government intends to negotiate a Firm Fixed Price Contract for Remote Operating Gear (ROG) parts to replace existing Teleflex ROG parts on the USS Theodore Roosevelt (CVN-71) Collection Holding and Transfer (CHT) system as required by COMNAVAIRLANT. This Request for Quotes (RFQ) will be solicited on an unrestricted basis pursuant to FAR 6.101, Full and Open Competition. This acquisition will be in accordance with Far 13.5 Test Program, conducted under simplified acquisition procedures. The solicitation number for this procurement is N00189-02-T-0774 and is being issued as a Request For Quotes (RFQ). The North American Industry Classification System Code is 332912 and the business size Standard is 500 employees. Quotes received shall specify FOB Destination at COMNAVAIRLANT Ship Force Work Package, 1180 Pocahantas Street, Bldg. V-88, Doorway S9 Norfolk, VA 23511-2123. Acceptance to be at Destination. Offers other than FOB Destination shall be ineligible for award. Delivery is required not later than 23 August 2002 with partial deliveries acceptable. The parts manufactured must be approved by NAVSEA. The following evaluation factors will be used to evaluate quotes: (i) Delivery schedule: Offeror shall affirmatively state that they will meet the required delivery schedule. Offeror shall describe how they will meet the required delivery schedule. An offeror, who does not affirmatively state that they will meet the required delivery schedule, shall be considered unacceptable and their proposal will not be further evaluated. (ii) Technical Acceptability: The technical evaluation sub-factors are as follows: (a) The proposed deck boxes and cable assemblies shall be available from the manufacturer, in a design that would allow for Government personnel to measure, cut, assemble, install, and make repairs to the ROG at the vessel site. (b) Offeror shall provide Drawings/ Product Sheets for the proposed ROG, approved by NAVSEA with any available independent laboratory test results (fire, shock, vibration, submergence etc); (c) The proposed ROG deck boxes shall fit existing deck sleeves with no cutting or welding required; (d) The proposed deck boxes and operating cable assemblies shall fit existing stuffing tubes (the use of adapters is acceptable), and must be included in prices and delivered under any resultant contract; (e) The proposed operating cable should be of a minimal length with single deck penetration to reduce structural modifications; (f) The proposed valve actuators shall provide a minimum of 188 ft/lbs. of torque; (g) The proposed cable inner core shall be a non-corrosive resistance (CRES) material to prevent corrosion for ease of operation; (h) Offerors should address Mean Time Between Failures (MTBF) and projected replacement time of the units. Offerors should address length and terms of warranty; (iii) Past Performance and (iv) price. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is most advantageous to the Government. The Government reserves the right to award the contract to other than the lowest priced offeror. All responsible sources may submit a RFQ, which shall be considered by the agency. All interested parties must submit their RFQ evaluation factor submission to the Fleet & Industrial Supply Center Norfolk by 4:00 p.m. on the date the offer is due. The anticipated issue/release date of the RFQ will be by 08 July 2002. The closing date will be specified when issued. All interested parties are hereby notified that the RFQ and subsequent amendments to the RFQ will ONLY be available by downloading the documents at http://www.fedbizopps.gov. No hard copies of the RFQ will be issued. Offerors are reminded that it is their responsibility to check the www.fedbizopps.gov site for any amendments that may be issued. By submitting a RFQ, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency.
