Description
NASA/ARC plans to issue a sole-source Request for Quotation (RFQ) for a High-Capacity Incubating Shaker. The instrument will be used in the NASA Ames Nanotechnology Center. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/ARC intends to purchase the items from Genomic Instrumentation Services, Inc., dba Gene Machines, of San Carlos, CA under the authority of 10 U.S.C. 2304 (c)(1), only one responsible source. The unique features of the Gene Machines HiGro Shaker/Incubator include capabilities for high-throughput growth of living cells in a 96-well format Compared with typical 22-24 hour growth runs in a standard floor shaker, the HiGro shaker reduces the time required to reach saturated growth by 40-50%. Other features of this instrument that are requirements for the procurement include: 1. Controls for shaking speed, gas flow, and temperature in the growth chambers to allow selection of conditions that improve growth quality and yield. 2. Four shallow-well cassettes, each holding twelve shallow-well plates. 3. Optimized for 96-plate shaking. 3. Compact 26" by 21" bench space. 4. Simplified tracking system. 5. Easy to load and set up cabinet. 6. Convenient plate handing and storage. . The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:30 p.m. local time on July 17, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
