Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation # CFTC0220055 is issued as a request for proposals (RFP). This acquisition is 100% set-aside for small business. The North American Industry Classification System (NAICS) code for this acquisition is 561990 and the Small Business Size standard is $5.0 million. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular No. 01-07. The contractor shall provide moving and related support services to the Commodity Futures Trading Commission (CFTC) located at 1155 21st Street, N.W., Washington, DC. Services shall consist of, but are not limited to, moving furniture, equipment, and supplies, reorganization of stocked items, assisting with preparation of items for shipment, receipt of new items, supply disposition, and transportation of items to/from CFTC to/from off-site facilities. Contractor must be able to follow both written and oral instructions, including disposition lists. It is anticipated that one person will be needed for these services on site at the CFTC each weekday (Monday-Friday), excluding Federal Holidays. Work schedule shall be 8:00AM - 4:30 PM with a half- hour lunch. Payment shall be made only for actual hours worked. Work schedule is subject to change by the CFTC. CFTC may request additional daily support with 24-hour notice. As needed, the contractor shall provide a truck(s), driver(s), all other necessary personnel and proper equipment to relocate items to/from the CFTC to/from off-site storage facilities with 24-hour notice. Contractor shall provide and ensure personnel are in proper uniform identifying them as contractor personnel. The contractor shall provide supervision, as appropriate, to moving staff and ensure that all contractor staff that are sent to work at the CFTC, have a pleasant and professional demeanor since they will have contact with CFTC personnel on a daily/regular basis. Contractor shall be responsible for any damage caused to the CFTC property due to negligence or misconduct of contractor employee (s). The duration of the contract shall be one year from date of award and the contract shall include two 1-year options to be exercised at the sole discretion of the CFTC pursuant to Clause 52.217-9, Option to Extend the Term of the Contract. Terms and conditions applicable to this solicitation are: FAR 52.212-1, Instructions to Offerors Commercial items; 52.212-3, Offerors Representations and Certifications-Commercial items; 52.212-4, Contract Terms and Conditions Commercial items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; 52.217-5, Evaluation of Options; 52.217-9, 52.217-9 Option to Extend the Term of the Contract: (a) The Government may extend the term of this contract by written notice to the Contractor within the contract period of performance; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 36 months; 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26, Equal Opportunity; FAR 52.222-35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for workers with Disabilities; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-41, Service Contract Act of 1965, As Amended (41 U.S.C. 351, et Seq.); FAR 52.222-42, Statement of Equivalent Rates for Federal Hires (29 U.S.C. 206 and 41 U.S.C. 351 et Seq.); and FAR 52.232-34, Payment by Electronic Funds Transfer-Other than Central Contractor Registration. This contract will be subject to the Department of Labor Service Contract Act Wage Determination No. 1995-0819, Revision No. 8. A copy of the Wage Determination may be obtained from the Contracting Officer. Proposals must be signed and dated and must include: 1) fixed hourly rates for laborers, truck and driver and supervisory personnel [rates must be proposed separately for the first year and the option years of the contract]; 2) three current client references with point of contact name and phone number; and 3) a completed copy of FAR 52.212-3, Offerors Representations and Certifications-Commercial items [this form in available on the Internet at http://www.arnet.gov/far]. The Government anticipates awarding one purchase order resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to this synopsis/solicitation will be the most advantageous to the Government, price and other factors considered. All responsible sources may submit a proposal and will be considered by the agency. Proposals should be sent to the attention of Sonda Owens, Contracting Officer, by mail to the CFTC address listed above or by fax on (202) 418-5529. All proposals must be received not later than 4:30 PM on 29 July, 2002. Offerors assume full responsibility for assuring that proposals are delivered to the CFTC by the specified time and date. NOTE: Mail delivery by the U.S. Postal Service to Federal Agencies including the CFTC is being significantly delayed due to irradiation procedures. Offerors are advised to use means other than the U.S. Postal Service for submission of time sensitive material. Questions regarding this RFP should be directed to the Contracting Officer.
