- Description
- This is a combined synopsis/solicitation for commercial items identified below, prepared in accordance with the format in Far Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This solicitation number: 2011265170-00016, is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-07. The Government intends to procure the following as a ?sole source? procurement under the authority of 41 U.S.C. 253 (1) when there is a reasonable basis to conclude that the agency?s minimum needs can only be satisfied by one responsible source and no other supplies will satisfy the agency requirement. U.S. Dept. of Agriculture intends to procure the following item: ?Shockwave Data Acquisition System?which shall be custom built and manufactured by the vendor: Foster-Miller, Inc. located in Waltham, Mass.and their phone number is 1-781-684-4000 . The above instrument shall be used to monitor tests of hydrodynamic pressure shockwave processing and alternative pressure shockwave processes. Foster-Miller is currently working with USDA on analytical modeling of high pressure shock waves for meat processing for which the above instrument shall be used to validate the modeling parameters of the shockwave processesused for meat tenderization and sanitizing. The following are the Minimum Requirements for the above item: Shall accomodate multiple pressure transducers and accelerometers per test. Shall have multiple pressure transducers-e.g., high speed, piezoelectric sensors, that withstand the shockwave pressures from each test and each would connect to a patch panel prior to testing. Shall have a minimum of four channels of one MHz sampling that shall be expandable to 12 channels. Shall have a four channel/sensor system and all four channels would be connected to either a pressure transducer or accelerometer. Shall have a data-logging trigger that shall provide a sudden increase in voltage output of the nearest transducer. Accurate monitoring of the event timing shall be available. Shall have synchronized command of the firing system and data triggers. Shall have stationery and mobile components-e.g., processor and signal conditioning unit so that it can be used in different locations and for different shockwave containment vessels. Shall have Microsoft Windows 98 or higher based software interface to report generation and analysis. Shall have shockwave arrival times, peak pressures, effective shock speed, total impulse and relief wave pressures calculated both numerically and graphically. Test results from each test shall be automatically summarized, formatted and spooled to Microsoft report templates. Shall have data transfer via multiple ports-e.g., ethernet, phone line, zip-drive, and/or CD-RW. Shall have complete user manuals, on-site installation and system technical support from the designand developer company until the USDA, ARS Laboratory using the system is efficient at data acquisition. Shall have a system that will have check points to assure transducer and accelerometer accuracy for the Shockwave Data Acquisition System. The Data Acquisiton system must be demonstrated under realistic underwater blast conditions. Shipping of the above item shall be: ?F.O.B. Destination? with inside delivery to the U.S. Department of Agriculture in Beltsville, Maryland 20705. Delivery is required 60 days after award. This solicitation incorporates the following FAR clauses, provisions, and addendums: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2 Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. In Paragraph (B) of 52.212-5, the following apply: 52.203-6, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-13, 52.232-34, and 52.222-70. COMPLIANCE WITH VETERANS EMPLOYMENT REPORTING REQUIREMENTS (JAN 1999)(DEVIATION)(USDA). (a) The offeror represents that, if it is subject to the reporting requirements of 38 U.S.C. 4212 (d) (i.e., the VETS-100 report required by FAR Clause 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era), it has[ ], has not[ ], submitted the most recent report required by 38 U.S.C. 4212 (d). (b) An Offeror who checks ?has not? may not be awarded a contract until the required report is filed. CONTRACT PAYMENT (MANDATORY INFORMATION FOR ELECTRONIC FUNDS TRANSFER) Electronic Funds Transfer compliance with 31 CFR 208. To Facilitate EFT for contract payments, FAR Clauses 52.232-34 and 52-232-35 (31 CFR Part 208) requires the submission of information by the contractor to the payment office. Upon Award, the contractor shall contact the Miscellaneous Payments Section at the National Finance Center (NFC) to initiate the enrollment process of the Vendor Express Payment (VXP), which will result in a number being assigned to the contractor for payment under EFT. NFC can be reached at phone number 1-800-421-0323 or at WWW.NFC.USDA.GOV. All offerors must include copies of 52.212-3 (Representations and Certifications) and 52.222-70(Compliance with Veterans Employment Reporting Requirements). Faxed Quotations are acceptable to John Wilkinson at (301) 504-5799 on or before July 19, 2002 at 4:30 (E.S.T.) All responses will be evaluated in order to determine the ability to meet the above stated capabilities. Responses shall include technical specifications, literature, brochures and other such information corresponding to each minimum required item, which demonstrates the capabilities of the offeror?s equipment. Offerors shall identify where the offered item meets or does not meets each of the Government?s functional and performance minimum specifications listed herein. The Government will award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The anticipated award date is July 20, 2002. All responsible sources may submit a quotation, which shall be considered by the Agency.
