- NA The New York District is seeking to secure a firm-fixed-price construction contract, through the issuance of sealed bid solicitations (IFB)to provide for the construction of a new 2,300 SM flight simulator training facility to support a new C-17 squadron. This facility is a steel frame structure with reinforced concrete floor and foundation, brick facade, sloped metal roof system, complete with electrical/mechanical/communication/fire protection and detection systems, site improvements, vehicle parking, wa lkways, and all necessary support. Asbestos removal and demolition of a 600 SM facility is also included in this work. This is an unrestricted solicitation. Offers from all qualified small business concerns are solicited. If a large business firm inten ds to submit a proposal, it must comply with FAR 52.219-9 clause regarding the requirement for a subcontract plan. The applicable NAICS Code is 233320 with a small business size standard of $28.5 million. The estimated cost range for this project is $4-5 million. This procurement is unrestricted, but a preference for registered HUBZone contractors (10% added to large business offers over HUBZone contractors), per FAR 19.1307, will be given. The plans and specifications shall be made available on or abou t 18 July 2002. The media selected for the issuance of solicitations and amendments shall solely be at the discretion of the Government. Accordingly, the media used for this project are the internet and CD-ROM. Paper copies of this solicitation, and ame ndments, if any, will not be available or issued. Interested parties may download and print the solicitation, at no charge, at http://www.nan.usace.army.mil (contracting opportunities). Project specification files and drawings are portable document files (PDF) and can be viewed, navigated, or printed using Adobe Acrobat Reader. Minimum system requirements are 4.86-Based personal computer, Micrsoft Windows 3.1 or greater, 8MB application RAM. A registration page is attached to the website and prospective bidders are required to register and receive notice of any amendments and/or addenda that may be issued to this solicitation. Utilization of the Internet is the preferred method. However, CD's will be available upon written request stating the solicitat ion number, or project name, complete company name and street address (we do not deliver to P. O. boxes), telephone, and facsimile numbers (including area codes). Make check or money order payable in the amount of $10.00 to USACE, New York. Solicitation documents for this work will be available on or about 18 July 2002. Registration requirements: DFARS 252.204-7004 required Central Contractor Registration (CCR) applies to this procurement.
