Description
NA The USACE Philadelphia District/Marine Design Center intends to issue a procurement to acquire two newly constructed, all welded steel towboats, with options for up to two additional vessels. The towboats are to be provided to the Huntington and Pittsburg h Districts, with the option vessels for St. Paul and Rock Island Districts. The vessels shall support the Navigation and Maintenance Missions of these four Districts. All four towboats shall be 124 feet long, 35 feet wide, and 10.25 feet deep (at midshi ps). Each vessel shall be twin screw, with propeller nozzles, and rated at approximately 3000 Hp at 1200 rpm. Each vessel shall have a floating forward deckhouse, mounted on spring vibration isolators. All four vessels shall be designed, built, and clas sed to American Bureau of Shipping rules for Steel Vessels on Rivers and Intracoastal Waterways. The hull form, general arrangements, and propulsion and steering system configurations have been developed by the Government and are provided as solicitation requirements. The successful bidder shall be responsible to develop the final design of the vessel. This will be a competitive, negotiated best value procurement using the Contracting by Negotiation procurement process prescribed in Part 15 of the Feder al Acquisition Regulations. The Government will award a single contract resulting from this proposal to the responsible Offeror whose offer, conforming to the proposal requirements, will be most advantageous to the Government, price and other factors cons idered. Proposals will be reviewed for completeness in satisfying the requirements of the Request for Proposal. The Proposals will be evaluated on their merit against the following factors. Although ranked in relative order, the technical factors as a w hole are more important than price: MANAGEMENT, SIMILAR DESIGN AND CONSTRUCTION EXPERIENCE, PAST PERFORMANCE, PRODUCT, AND PRICE. The Request for Proposal documents will be available on the Internet web page on July 18, 2002. Hard copies will not be av ailable. No written or fax requests shall be accepted. Contractors shall download this Request for Proposal (including drawings) and all amendments (including drawings) from the Internet web page at the following address https://ebs.nap.usace.army.mil/Ad vertisedSolicitations.asp on or after the issue date of the Request for Proposal. The official media of distribution for the Request for Proposal is the INTERNET WEB PAGE. All amendments to this Request for Proposal will be posted to the Internet web pag e at the above address. Hard copies of the amendments will not be furnished. It is the contractor?s responsibility to monitor the Internet web page for amendments. Interested contractors must register on the Internet web page. If any of the contractor? s information changes during the advertisement period, contractors are responsible to make changes to their user profile on the Internet web page. Failure to make changes in their user profile may cause delay in receiving notification of the Request for P roposal and Amendments. Offerors are responsible for printing paper copies of the Request for Proposal including any drawings. Proposals will be due on 19 August 2002. This procurement is Unrestricted. The NAICS Code is 336611 with a size standard of 1 000 employees. Bonding is required. All contractors must be registered in the DoD's Central Contract Register before award as required by DFARS 204.7300 and comply with VETS-100 annual reporting as required by FAR 22.1310(b).
