Description
This is a combined/solicitation/synopsis for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. N00244-02-R-0056 is issued as a Request for Proposals (RFP). All references of ?offers? are understood to be ?proposals?. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-07 and Defense Federal Acquisition Regulation Supplement Revisions 20020531 dated 31 May 2002. The NAICS code 334519 Other Communications Equipment Manufacturing, and the small business size standard is 500 employees. The system is for ocean current mapping, including transmitter, receiver, remote-site software, transmit antenna, receive antenna, cables and training in system operation and support. The output must be compatible with existing HF radar instruments in Oregon and Monterey Bay, CA including data formatting direction finding algorithms, and real-time data processing software. The system must transmit with less than 100 W average power for FCC licensing and have the option of GPS timing synchronization in order to allow multiple systems to utilize one frequency allocation in congested areas. The system must provide remote surface ocean current measurements using electromagnetic backscatter from frequencies in the range 5-25 MHZ out to distance of 50-200 KM from shore, depending on the specific frequency chosen. The system must be field tested and ready to be integrated within existing HF radar networks and oceanographic field programs. The system must include so ftware for music-based direction finding that allows for rapid production of ocean velocity maps based on the raw backscatter data. The system must be direction-finding type HF radar systems and cannot be phased array, beam forming type HF radar systems because of the need for rapid deployment and small coastal footprint. Acquisition being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302.1. Codar Ocean Senors, Los Altos, is the only manufacture of a system with the requisite capabilities and owns the proprietary design of the unit, and is the only company that has specifications. FFP contract anticipated. FOB destination Monterey, CA. Delivery required by 30 Sept 02. The following FAR provisions are applicable to this RFP ? FAR 52.212-1, Instructions to Offerors ? Commercial Items; Addendum to FAR 52.212-1, Paragraph (b)(5): Offers shall provide an express warranty which at minimum shall be the same warranty terms, including offers of extended warranties, offered to the general public. Express warranties shall be included in the contract. FAR 52.212-4, Contract Terms and Conditions Required to Implement Statutes for Executive Orders ? Commercial Items applies as well as the following addendum clauses: FAR 219-1, Small Business Program Representations; FAR 52.211-5, Material Requirements. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items applies with the following applicable clauses for paragraph (b): FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of C ommercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7001, Buy American Act and Balance of Payment Program; and DFARS 252.225-7012, Preference for Certain Domestic Commodities; and addendum provisions DFARS for Certain Domestic Commodities. OFFERORS ARE REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE FOLLOWING PROVISIONS WITH THEIR PROPOSALS: FAR 52.212-3, Offeror Representation and Certifications ? Commercial Items. Please note no proposals by facsimile or electronic responses, including electronic mail will be accepted. Award is anticipated within thirty (30) days from date of this notice.
