Description
THE PURPOSE OF THIS ANNOUNCEMENT IS TO DELETE THE LANGUAGE REFLECTED UNDER THE DESCRIPTION HEADING OF THE COMBINED SYNOPSIS/REQUEST FOR QUOTATION POSTED IN THE JULY 2, 2002, EDITION OF THE FEDBIZOPS AND REPLACE WITH THE FOLLOWING: The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate a sole source, commercial item contract with Fluent Inc., 10 Cavendish Court, Lebanon, NH 03766 for renewal of the annual software maintenance Fluent and Fluent/UNS Software and to purchase additional perpetual licenses, serial and parallel processes licenses which are currently being used for a computational fluid dynamic (CFD) code and support. The Government intends to negotiate solely with FLUENT, Inc., for a firm fixed price contract. The period of performance is one base year with four one-year options. The FLUENT code is needed because it is the only mature code with a fully unstructured grid arrangement, automatic grid adaption, and a full proprietary RNG turbulence model. FLUENT's unstructured grid allow users to create solution meshes on complex geometries with minimal effort. FLUENT's hybrid unstructured mesh allows the user to combine element types to suit the needs of the individual problems and can minimize the number of mesh cells needed. Automatic grid adaption allows the user to refine the mesh automatically in regions where large gradients in the problem exist. This is an important aspect of CFD analysis. FLUENT also contains proprietary RNG turbulence model which will allow the NRC to model some turbulent flows with improved results over some other turbulence models. The FLUENT code is a mature unstructured code with the ability to model boundary conditions and fluid properties in more detail and with more flexibility than upcoming (newer) limited physics unstructured codes. Parallel processing will allow the code to run on two CPU's and therefore reduce the time it takes to obtain solutions.
