- THIS IS A SOLE SOURCE HISTORICALLY BLACK COLLEGE OR UNIVERSITY (HBCU) SETASIDE. The Virginia Contracting Activity, on behalf of the Defense Intelligence Agency (DIA), intends to solicit and negotiate with Bluefield State University on a sole source basis. The contractor will integrate sensors and a satellite communication system onto an autonomously controlled mobile robotic platform to include the following tasks: 1. Develop Interface Control Documents, electrical and mechnical drawings for integration of the PIR sensor, IR imaging camera and satellite communication system into the existing robotic platform architecture; and 2. Prepare test plan for platform and sensor testing. Perform testing of the autonomous robotic platform sensors and on-board control software in outdoor, rough terrain testing. Prepare Final Report detailing platform and sensor performance. The performance period is 12 months from date of award. Interested parties have 7 days from the publication date of this synopsis (10 Jul 2002) to submit verification that they are an HBCU and their qualifications/capabilities to meet the above requirements. Such qualifications/ capabilities will be used solely for the purpose of a competitive HBCU SETASIDE. Responses received without the requested information will be considered non-responsive to this synopsis. A determination by the Virginia Contracting Activity not to compete this proposed procurement on a HBCU SETASIDE, based on responses to this synopsis, is solely within the discretion of the Virginia Contracting Activity.
