Description
The following solicitation the State of California Educational Program on Vibrio vulnificus Targeting At-Risk Population Mainly Hispanic Men is cancelled. The FDA intends to issue a purchase order on a sole source basis to the California Department of Health Services, Food and Drug Branch for the following service: State of California Educational Program on Vibrio vulnificus Targeting ?At-Risk Population? Mainly Hispanic Men. This program could result in the development of a model education program that could be used in Latino communities in other states. Scope of work is to include: (1) The contractor shall work very closely with FDA through this project and keep then abreast of ongoing activities. (2) The contractor shall develop a multi-faceted educational program for ?at-risk? individuals, particularly targeting the Latino community, on the subject of not eating raw oysters. (3) The education program shall include, but is not limited to the following: (a) identification of audiences to be reached. (b) copies of educational materials and messages developed. (c) identification of methods used to disseminate materials. (d) method used to evaluate the campaign along with the results of the evaluation. FDA reserves the right to reproduce and disseminate any material generated from this requirement. Deliverables: the contractor shall provide: (1) One draft copy of the educational program; (2) the contractor shall supply two (2) hard copies and one camera-ready copy of the final report to the project officer at the completion of the project. The period of performance will be from date of award through one year. The following FAR Clauses shall apply to this solicitation 52.213-4 Contract Terms and Conditions-Non-Commercial Items; and 52.232-33 Electronic Funds Transfers. All responsible sources that can provide and meet the above requirements shall submit written quotations by the due date referenced above. The award is being issued on a sole source basis because the California Department of Health Services is uniquely qualified to carry out this educational program. They have extensive knowledge and expertise regarding the nature of this target population, and have experience distributing educational programs to this audience as well as having successfully undertaken other public health educational programs in the California Latino community.
