- NA This modification corrects an earlier description indicating this would be a design-build project. The solicitation will be for constructiion services. The United States Army Corps of Engineers, Kansas City District, intends to award a firm-fixed price construction contract for services to construct a new Advanced Wastewater Treatment Plant PN45230, and to demolish three existing plants at Fort Riley, Kan sas. Solicitation will be available on or about 19 July 2002. Proposals will be due on or about 21 Aug 2002. Anticipated award date is 20 Sep 02. Estimated project duration is 18 months. Estimated magnitude of this procurement is between $10,000,000 and $25,000 ,000. This is a full and open competition, and the Government will consider all proposals submitted by responsible sources. The work includes, but is not limited to: construction of a new wastewater treatment plant at the Custer Hill plant site; and demolition of three existing plants. Note that the new plant will use oxidation ditch technology for treatment. Contractor will be required to operate the plant during early start-up (approximately 45 days). Transmission lines from the existing plant locations to the new site are included in the project, as well as new lift stations. This will be a best-value procurement. In addition to price, the solicitation will list technical evaluation factors to be used in making a best-value selection. These may include such factors as: System Maintainability; Past performance; and Corporate Exp erience. Evaluation factors are more important than price, however, as proposals become more equal, price becomes more important and may be a determining factor for award. Solicitation will be issued on CD-ROM only, limited to one per firm. Paper copies will not be issued.
