Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation no. F26600-02-Q-B032, Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06. This acquisition is issued unrestricted, open to both large and small businesses. The NAICS code for this solicitation is 611420. The size standard for a small business under this NAICS code is one that is equal to or less than 21.5 million annually based on the offeror?s average annual receipts for the previous three fiscal years. The contractor shall provide: the lease of two (2) NEW, forty-four (44) passenger buses that are Bluebird model number D22 (all American rear engine) or equal. The specifications for the Blue-Bird model D22 bus can be found at http://www.blue-bird.com/gsa/home.html. Additional features include service manuals and heavy duty air-conditioning, pass thru baggage, overhead luggage racks, and individual seating. Offerors that submit an equal model bus must provide descriptive literature identifying that performance requirements are equivalent. Buses shall be used approximately 20,000 miles annually. The color of the bus shall be strata-blue or white. Contractor shall be responsible for periodic maintenance. The lease period shall be for a one-year base period, with four option-years. There shall be a $1.00 option to buy upon the completion of the five year period. Delivery of the buses must be on or about October 1st, 2002. The resulting purchase order from quotes received will be issued based on availability of funds for the next fiscal year (FY 03). Quotes are due on or before 4:30 p.m., Pacific Daylight Time on July 17th, 2002. Information concerning the following clauses and provisions may be obtained in full at http://farsite.hill.af.mil. Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR provision 52.212-2, Evaluation-Commercial Items, is also applicable. Price, including options, will be the only factor used to evaluate offers. For evaluation purposes of award, the price of all options shall be added to the basic requirement to determine an offeror?s total price. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). FAR provision 52.212-3 Alt I, Offeror Representations and Certifications applies to this acquisition and must be completed and returned with an offeror?s quote. A copy of FAR 52.212-3 Alt I is attached to this notice at the FedBizOps website at www.eps.gov.
