Description
SOL GS05P02GBM0043, DUE 07/24/02 C ? Multi-Disciplined Construction Management Services The General Services Administration is seeking to contract with individuals for construction management (CM) services to work on a claims team handling major construction projects in the Great Lakes Region in Chicago, Illinois. Individuals will be working out of the Chicago office. Firm-fixed price contract(s) may be issued for a base term of one-year with two one-year renewal options for a total of three years. One or more contracts may be awarded. GSA is currently seeking to contract for a Scheduler and an Estimator. The services to be provided by each discipline are as follows: Scheduler: Assist GSA in establishing schedule review procedures via Internet. Review draft schedule specifications and provide comments. Work with GSA to develop new schedule specifications. Assist the GSA to develop a system for schedule monitoring including daily reports, logs, etc. Work with GSA to develop schedule update and submittal requirements from the Contractor. Develop and implement schedule review protocol and meetings with the Contractor. Review baseline schedules submitted by Contractor and provide comments. Review of the As-planned (baseline) ?schedule of values? and planned invoice amounts. Attend periodic schedule meetings as requested by GSA to review proposed schedule updates and schedule revisions, and provide comments. Review proposed schedule updates by the Contractor and provide comments. Review proposed schedule fragnets as submitted by the Contractor. Review proposed schedule revisions submitted by Contractor and provide comments. Estimator: Performs construction cost estimating. Provides conceptual cost estimated during Pre-design phase. Conceptual to finish level estimates. Performs quantity surveys from design documents and applies cost to quantities of materials. Identifies unusually high cost items in relation to other facilities. Prepare and update all required cost estimates for the cost of construction at each stage of design development. Provide a complete, independent estimate in advance of receipt of the A/E?s estimate at the completion of concept design and at the completion of tentative design. Will perform spot-check estimates during the mid-point construction documents as the CM deems appropriate to verify the status of project costs. The estimates will follow the formats and procedures prescribed in PBS P 3440.5, Project Estimating Requirements. Will review, analyze, and assess each estimate submitted by the A/E. Is capable of estimating all trades. Services may include but are not limited to: coordination of general construction activity, constructability review, monitoring contractors progress including progress scheduling, design reviews, preparing and reviewing cost estimates and administration of payments, controlling schedules, keeping records, reporting on progress, resolving problems, performing administrative services. Contracts may require full site investigation, surveys, and completion of construction drawings, and services during project construction phase. Individuals which meet the requirements described in this announcement and desiring consideration are invited to respond by submitting a completed, current and signed Standard Form 254 and 255 (Architect/Engineer and Related Services Questionnaire and Specific Projects, respectively). Qualified individuals may be selected as the project need arises. This list of names will be used through 7/25/03. Separate contract award(s) may be made. Contract award fees will vary based upon specific scope of services. The maximum contract award amount is $100,000 for each contract. GSA is looking to contract with individuals to perform each of the positions listed below. Selection criteria will be based on the minimum qualification factors for each category as follows: Scheduler: 5+ years experience with BA-BS degree desired, experience in Primavera Scheduling System. Must be able to evaluate logic, change order impact, time analysis evaluation & scheduling delays. Internal Cost Estimator: 5+ year?s experience required with B.S. degree in engineering or construction desired. Must have estimating/scheduling & bid package proposal skills. Ability to do general quantity takeoffs on all trades, communicate with suppliers, produce independent estimates are necessary. Assist in negotiating change orders & maintaining computerized log of their status. Contract amount will be based on experience. Contractor is responsible for furnishing insurance required under the contract. This is a small business set-aside. The NAICS Code is 54131 for Architectural Services and 54133 for Engineering Services. The criterion for a small business concern in this category is a concern with average annual receipts for the preceding 3 years not exceeding $3.5 million. Area of consideration is restricted to individuals located within a 100-mile radius of Chicago, Illinois. Award of these contracts is contingent upon funding approval. Responses from individuals must be received no later than 4:00 p.m. (CST) on 7/24/02, to: GSA, ATTN: M. Cruz, 5PC, 230 South Dearborn Street, DPN 35-6, Chicago, Illinois 60604. All submittals must clearly indicate our solicitation number on the outside of the envelope. This is not a Request for Proposal nor will one be prepared. Responses must be prepared from information contained in this synopsis. Funds are not currently available.
