- This is a combined synopsis/solicitation. This solicitation incorporates provisions and clauses at FAR 52.213-4 Terms and Conditions, and any others that are applicable and in effect through the current Federal Acquisition Circular (FAC) and the Defese Acquisition Circular (DAC). It is the contraactor's responsibility to be familiar with all applicable clauses and provisions. No hard copy RFQ will be prepared or made available for distribution. Award will be made using FAR Part 13, Simplified Acquisition Procedures. The government intends to award, on a sole source basis, and order to R.W. Welty Technologies for the following task: 1.0 INTRODUCTION The Space and Naval Warfare Systems Center, San Diego (SSC-SD) is the Navy's lead laboratory for C4ISR. In this capacity, SSC-SD is currently conducting research and development on next generation C4ISR technologies, including various forms of data visualization for Afloat and Ashore Command Center use. Myriad efforts are being conducted to both develop these labs and the CONOPS that will define their use. Visualization studies are ongoing in the Department of Defense, in Higher Education, and in Homeland Defense initiatives. Significant knowledge has been gained in these efforts, and research is needed to identify aspects of the efforts that have Navy application, and definition as to how that application will be applied. Knowledge flow between government and civilian efforts will be invaluable to jumpstarting projects that will allow timely insertion of proven visualization technologies into today's C4ISR environments. 2.0 SCOPE The scope of this effort is to conduct initial research and provide CONOPS definition for Immersive and Related Visualization Techniques in Navy C4ISR. It is to include examination of capabilities developed by Educational Institutions such as San Diego State University (SDSU) and the University of California San Diego (UCSD), and the California Institute for Telecommunications and Information Technologies (Cal-(IT)2. Target military platforms for which this technology is to be researched are Afloat and Ashore Command Centers and labs at SSC SD. Pending the results of these efforts, follow-on tasking may be accomplished to mature the research effort with model and prototype system implementation. 3.0 Technical Requirements 3.1 Research - The contractor shall research and recommend initial conceptual models for implementing prototype designs and initial applications for use in visualization labs and command centers. 3.2 Initial CONOPS Definition - The contractor shall prepare recommended organizational architecture, setup/connectivity diagrams for a model visualization installation, and define basic initial concepts of operations and plan for testing the model in a Navy environment. 4.0 GOVERNMENT FURNISHED PROPERTY The Government shall provide access to SSC-SD visualization and other labs, to selected Ashore and/or Ashore Command Centers, and to visualization labs at Naval Research Laboratory as required in the execution of this task and within security limitations. 5.0 TRAVEL 5.1 Local Travel: Local travel between facilities in the San Diego area and from the contractor's offices to these local facilities shall be allowed. 5.2 Air Travel: One 5 day trip from San Diego, Ca. to Washington D.C, and return shall be allowed. 6.0 OTHER 6.1 Security: Personnel assigned to this task shall be cleared to at least the SECRET level. 6.2 Place of Performance: SSC-SD, selected Ashore and/or Afloat Command Centers, SDSU, UCSD, and Contractor's facilities in San Diego, Ca., and at the Navy Research Laboratory in Washington, D.C. Period of Performance: 6 months after award of contract. The applicable NAICS code for this task is 541330, the size standard is $5.0m. Note 1 applies to this solicitation. Note 22 also applies, however, all responses received within 15 days (in lieu of 45 days) of the date of this advertisement will be considered by the government.
