Description
This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior (DOI) on behalf of the African Development Foundation (ADF). GovWorks/DOI intends to issue a Commercial Item Contract. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This requirement is 100% set aside for small businesses. All offerors must be able to qualify under the North American Industry Classification System (NAICS) code 541618 (Other Management Consulting Services) size standard $5.0M. In addition, personnel must be U.S. citizens. The following provisions and clauses apply to the acquisition: 1) 52.212-1, Instruction to Offerors-Commercial (Oct 2000); 2) 52.212-2, Evaluation-Commercial Items (Jan 1999); 3) 52.212-3, Offeror representations and Certifications-Commercial Items (May 2001); 4) 52.212-4, Contract Terms and Conditions-Commercial Items (May 2001); and 5) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2001). Position Title: Trade and Investment Senior Strategist/Advisor. Number of Positions: ADF maintains the right to hire more than one contractor under this solicitation. Government Cost Range Estimate: $175,000 to $195,000 (15 month contract period). Period of Performance: 15 Months. Place of Performance: Washington, D.C. Statement of Work: 1. Serve as an expert and professional leader in ADF on issues affecting the development and implementation of trade and investment programs focused on grassroots-based enterprises. 2. Provide leadership in designing long-term ADF policies and strategies for providing trade and investment assistance and services to grassroots based small and medium-sized enterprises in Africa that are responsive to their unique needs and aspirations. 3. Assist ADF offices and small-micro enterprise (SME) grantees in conceptualizing and implementing program strategies, interventions, products and methodologies to improve their competitiveness and increase their participation in trade and investment activities. Prepare product, industry and sector analyses, ADF project development documentation, and participate in internal technical reviews. 4. Review and evaluate trade and investment development grants for possible ADF funding. Conduct ongoing monitoring, mid-term and post award field assessments for funded projects and programs. Analyze grantee performance, trends in trade and investment promotion, and the effectiveness of ADF support related to grassroots based SMEs. Develop recommendations for improving ADF systems and procedures for identification, selection, monitoring evaluation, and follow-up of ADF trade and investment program activities. 5. Conduct and review research findings related to the participation of African SMEs in trade and investment activities, and contribute to the development of research and policy analysis frameworks for new research undertaken by ADF grantees and/or program specialists. Play a lead advisory role in guiding ADF's trade and investment research agenda. 6. Represent ADF and interact with other USG agencies, international finance and business development service institutions, and U.S. private sector and PVO's in areas of mutual interest and benefit. 7. Devise and implement strategies for successfully leveraging additional resources for ADF and/or ADF supported programs in the trade and investment arena. Each offeror's proposal will be evaluated according to the factors shown below. Factor A is of equal importance to Factor B. Sub-factors listed under Factor A are of equal importance to each other. The first three sub-factors (1, 2, & 3) listed under Factor B are of equal importance with the remaining three sub-factors (4, 5, & 6) of lesser importance. Evaluation Criteria: Rating will be based the following: A. Past Performance; (to be ascertained by reference checks): 1) The offeror's successful prior experience working for a federal agency. 2) The offeror's history of successful completion of similar projects and history of providing high-quality products and services; 3) The offeror's history of delivering the product on schedule; 4) The offeror's ability and responsiveness to solving problems without assistance. Include in your proposal: company name, contact person, address, and phone number of at least three (3) professional references. B. Personnel Qualifications: 1. Demonstrated ability to develop and implement an trade and investment program vision and strategy that compliments key U.S. Government, African and international donors, African and U.S. private sector programs, goals and objectives; 2. Understanding and experience with enterprise funds, venture capital, project finance, commercial trade finance and donor financing programs; 3. Knowledge of investment industry best practices regarding financial and accounting certifications and ethical compliance programs; 4. Broad knowledge of African economic development, trade and investment programs, policies and procedures, and direct hands-on experience with small and medium-size enterprise grassroots development in Africa; 5. Command of the concepts, principles and practice of micro, small and medium-size enterprise development such as strategic planning, operations management, financial management, accounting, marketing, etc. 6. Substantial professional training, presentation skills, writing and/or research contribution, as evidence of professional standing within the finance, accounting and investment industry. Contract Award - The African Development Foundation is authorized to enter into personal service contracts under section 506(a)(5) of the African Development Act. Contract award shall be made to the responsible offeror whose offer(s), in conforming to this RFP, provides an overall best value to the Government considering past performance, personnel qualifications and cost. The Government's objective is to receive the highest quality Contractor possible, at a realistic and reasonable cost; however, between proposals that are evaluated as equal in quality, cost will become a major consideration in selection the successful offeror(s).
