Description
The National Institutes of Health (NIH) is conducting a market survey to determine the availability and potential technical capability of small and large businesses to provide the requirement as outlined below. The National Institutes of Health, Clinical Center has a requirement for an Offeror to provide a commercially available perioperative information system, including an integrated anesthesia system; hardware, including system servers, workstations and peripherals; system configuration, training and implementation services; maintenance and upgrade services. This system shall meet the definitions of a commercial item as defined in Federal Acquisition Regulation (FAR) 2.101. The system shall provide the following functions: appointments and resource scheduling, patient management and tracking board, preference cards and pick lists, clinical pathways, clinical documentation, alerts, anesthesia system/module, including pre-operative, intra-operative and post-operative documentation and interfaces to patient physiological monitoring equipment for downloading of clinical data into flow sheet views for documentation, inventory management, management support and quality assurance, including a full function report writer. In addition to the typical services provided with the system setup, the Offeror shall provide the following related services: data evaluation and catalogue services, as well as data entry services for the build and input of the inventory master file, advisory and data entry services for the building of the preference card files, custom report writing and configuration services for the development of both administrative and clinical reports, screen and form configuration and tailoring services for the development of NIH-specific clinical documentation forms and logs. Small and large businesses are invited to respond to this market survey. At a minimum, the capability statement should show that the respondent's system is a commercial-off-the-shelf (COTS) system, available in general release, and shall have the following seamlessly integrated applications/components, currently in operation at a client site(s): Appointment and Resource Scheduling; Patient Management and Tracking Board; Preference Cards and Pick Lists; Anesthesia system/module, including pre-operative, intra-operative and post-operative documentation and interfaces to patient physiological monitoring equipment for downloading of clinical data into flow sheet views for documentation; Clinical Documentation, including pre-operative, intra-operative and post-operative documentation; Inventory Management; Management Support and Quality Assurance, including a fully functional report writer. In addition, the respondent shall have actual experience deploying real-time HL7 inbound and outbound interfaces from the proposed system to client systems using HL7 version 2.3.2 or later. The respondent shall be able to provide a COTS system that gives clients the ability to access and/or modify clinical data in an open, industry standard database (SQL3, ODBC compliant and HL7 compliant) directly, using client developed, front-end applications, without requiring a Offeror-supplied front-end application or system. This capability statement must also state the company business size; If the respondent is a small business you must provide annual receipts (average gross revenue) for the last three fiscal years, and state whether or not the firm has been approved as a small business by the SBA under the applicable NAICS Code, 541512. Capable firms should provide two (2) copies of a capability statement to the attention of Christopher Belt at the above address within 10 days from the date of this notice.
