Description
This procurement is a 100% small business set-aside. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-04. The North American Industry Classification System Code is 811121, and standard industrial code is 7532 and the business size standard is $5,000,000. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number: M26381-02-R-0161 is issued as a Request for Quotation (RFQ). The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to perform painting and rust removal for the United States Marine Corps, Inspector-Instructor Staff Orlando, Direct Support Motor Transport Company A(-), 6th Motor Transports Battalion, 595 North Primrose Avenue, Orlando, FL 32803. The following vehicles require painting and rust removal, cost per vehicle quotation is required. Line Item 0001, M-105 Trailer: Cargo, (4) each. Line Item 0002, M-149 Water Bull: 400 Gallon,(1) each. Line Item 0003, MK-14 Trailer; Container Hauler, (4) each. Line Item 0004, MK-15 Wrecker with Crane, (1) each. Line Item 0005, MK-17 Trailer: Troop Carrier with Crane, (2) each. Line Item 0006, MK-48 Front Power Unit, (7) each. The contractor shall perform cleaning, painting, and rust removal. Cleaning and finishing will be done in accordance with MIL-STD-171, sandblasting per Para 4.1 guidelines for painting will be per Para 5.2, primer per MIL-P- 53022, and paint per MIL-C-55039. Wires, brake lines, lights, ect. shall be protected by masking or removal as needed. Wheels shall be removed to protect bearing and seal. New parts will be provided by the government and shall be installed at no additional cost to the government. The contractor shall sandblast completely removing existing CARC paint. Seal bare substrate with wash primer E90G4 before repainting. Prep and paint complete exterior surface with Waterborne CARC (WBCC) type I green as the initial base coat and sprayed to reflect a camouflage pattern (layout to be provided). Prep and paint designated areas in a camouflage pattern utilizing WBCC type I black and brown. Apply self-healing undercoat to undercarriage. Contractor is to provide all labor and material for the entire scope of work. Cleaning and finishing will be done in accordance with Mil-Std-171, Sandblasting to remove existing CARC paint per paragraph 4.1 , Prep and Paint will be per paragraph 5.2, Primer per Mil-P-53022, and Paint per Mil-C-55039. Contractor is to provide all labor and material for the entire scope of work. The Government will deliver and pick-up vehicles within a 15 miles radius. If the Offeror?s facilities are located more than 15 miles radius, the Offeror will be responsible for delivery and pick-up. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. The provision at FAR 52.212-2, Evaluation Commercial Items, applies to this acquisition. The following factors shall be used to evaluate offers: (1) Technical Experience, (2) Price, (3)Delivery Schedule and Warranty. The evaluation factors above are listed in descending order of importance. Technical capability is approximately equal to price. Offerors SHALL include a COMPLETED copy of the provision at FAR 52.212-3,OFFEROR/REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS, with it proposal. FAR clause 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this acquisition. FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders--Commercial items, applies to this acquisition The Clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies and is incorporated with the following additional clauses for Para. (b): FAR 52.203-6, FAR 52.222-21, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.232-33, FAR 52.222-41. 52.209-5 Certification Regarding Debarment, Suspense, Proposed Debarment, and Other Responsibility Matters. The Government intends to evaluate offers and award a firm fixed price contract without discussions with offerors. Therefore, the offeror?s initial offer should contain the offeror?s best terms from technical to price. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. Quotes must be received no later than 4:00 p.m., Local time July 19, 2002. Quotes sent via the US Postal Service should be mailed to the Regional Contracting Office, Marine Forces Reserve, 4400 Dauphine Street, New Orleans, LA. 70146-5400. Hand carried proposals must be delivered directly to and placed in the bidders mailbox located outside room number 1B454 in Bldg.601 at the above address. Direct deliveries of proposals are only possible during weekdays, excluding holidays, between the hours of 8:00 am and 4:00 pm.
