- NA Southeast Regional Contracting Office plans to procure an automated pharmaceutical dispensing system for Fox Army Health Center, Redstone Arsenal, AL. The equipment and services are commercial as defined in FAR Part 12 and this acquisition is being made i n accordance with the test program using simplified procedures as authorized in FAR part 13.5. The North American Industry Classification System code is 339112 and the business size standard is 500 employees, Minimum specifications of the Pharmaceutical Automated Dispensing System are as follows: The automated pharmaceutical dispensing system must be of modular design, consisting of a master dispensing unit, which is capable of controlling a minimum of four (4) additional dispensing system, each unit mus t measure no more than 80” in height and operate on 110V AC power, and each unit must have no less than 48 pharmaceutical dispensers, which automatically measure and adjust to the size of the pills loaded in them. Units must count and dispense pharmaceuti cals from the dispensers automatically without having to physically remove each dispenser from a storage rack and load it into a counting slot. The master dispensing unit must contain a PC/server, which interfaces with the Army’s standard Composite Health Care System (CHCS) software and controls the output of the additional dispensing units. The additional dispensing units must be able to operate at locations remote from the main pharmacy, so that they can be installed at locations like the Evening and We ekend Clinics. The dispensing units must be able to hold directions in a buffer memory until pharmacy personnel are available to complete the filling procedure. In particular, the system must accommodate a pharmacy that is not operational 24 hours per da y. The system must provide barcode scanner with each unit, barcode scanning software, which will interface with CHCS printed labels, an UPS, a printer, cabling and other hardware as needed to install and connect the system to CHCS, server software and pha rmacy specific software needed to operate and interface with CHCS, individual dispensers with a minimum capacity of 800 cc, an internal buffer, which holds the counted product until released by pharmacy personnel. Ancillary requirements for installation a nd operation of the system are: Must include delivery and installation on-site, must include on-site user training and assisted “go-live” support, must include user documentation and a user-training guide for use of new pharmacy employees in the future, m ust include a maintenance contract which provides for (1) Software updates and counting parameter updates, (2) Telephonic “help-line” responses within one-hour of call, 7 days per week, (3) All replacement parts, (4) Additional programming support to k eep the system integrated with CHCS on an as needed basis, as CHCS programming upgrades occur. The cost of this programming support may be in addition to the basic maintenance contract costs.
