- Description
- The Naval Air Warfare Center Training System Division intends to award a sole source modification to Outstart, Inc., located at 89 South Street, 8th Floor Lincoln Plaza, Boston, MA 01760, to the existing NILARS commercial IQC N61339-02-D-0006. The purpose of this modification is to provide for the possibility to order forty Evolution LCMS software stand alone client applications, its associated licenses, stand alone user training, the maintenance and support of those licenses as well as two hundred hours of technical support services on the existing NILARS commercial IQC. The stand-alone client application is an extension of Outstart's Evolution software and resides on a client computer. It contains the authoring portion of the parent installation of Evolution software server application. The stand-alone client application enables assembly of courses at a remote client location with periodic connection to a network (versus constant connection to a network) for the purpose of exchanging learning and media objects with the Evolution database, and/or posting of learning objects or courses for review. Outstart Incorporated is the sole proprietary owner of the Evolution LCMS software and as such has produced and owns the programming code necessary for the two parts of the application to operate together as one system. Outstart personnel are the only source which provide both the training and annual maintenance and support for the stand-alone client applications as well as the technical support services for the Evolution LCMS software. This is not a request for quotation, nor an announcement of a forthcoming solicitation. Requests for copies of a solicitation will not be honored or acknowledged. This contract modification will be negotiated on a sole source basis under the authority of FAR 6.302-1. NAWCTSD intends to award a sole source contract modification fifteen (15) business days after publication of this notice.
